Does Carly Fiorina oppose the bill because of nonexistent bailouts — as she knows, by definition these are not bailouts — or, maybe she opposes it because her big business friends will buy failing small businesses on the cheap?

A bailout is given to companies/organizations who mismanaged but because the ripple effect will harm others, the government must "bail" them out.

What we have for this bill are funds ( ≈ $380B) to float small businesses who cannot make payroll and funds (≈ $500B) to float essential industries, both of which were harmed NOT by mismanagement — which is a bailout — but by a government-mandated closing of the economy.
Perhaps I'm cynical, but I'm going with the latter. Titans are salivating over the prospect of buying up these small businesses and the opportunity to transfer that Main Street wealth to K Street and Wall Street.
