If all but three house members are killed two could conduct business. I think Obama's NLRB recess appointment case shows how the GOP dominated #SCOTUS is likely to rule on legislation passed under this rule. I think a rule that allows the Quorum to be established remotely works.
The quorum is in the Constitution as "a Majority." It doesn't say anything about where Congress must meet. I think a 435 person Zoom-like event should be used along with this rule just to button it up. I need to think of any other ways to to it but I think that would work.
