3. Government will prioritize employment opportunities for graduates from vocational schools or high schools, members of poor households who understand Mandarin and young people who express willingness to transfer to other regions for work.
These personnel could be transferred to provinces or cities in other parts of #China for employment. Additionally, the program will also aim at transferring groups of people to other parts of #China for work.
On top of that, they plan to strengthen management of "labors" by establishing 29 inland working groups, setting up work stations in each location, designating team leaders and identifying businesses that will hire these transferred labors from Xinjiang.
4. Local authorities in Xinjiang will put a lot of emphasis on these labor transfer programs, ensuring that all personnels involved "can survive, do well and be lifted from poverty."
They also aim to expand employment training, launching grassroots level training for "labor qualities." The program will emphasize the spirit of "train those who should be trained and train those who can be trained." The end goal is to improve their employment skills.
The government will also ensure the transferred laborers' accommodation, daily life, medical rights and social insurance are all guaranteed. Additionally, they will also make sure that these laborers "immerse into the local culture and lifestyle."
The scariest part of course is the surveillance. The program will establish a "real-name management system," meaning all information about transferred laborers will be recorded in a system and use to closely track their movements and whereabouts.
Despite growing international scrutiny into the supply chains that might have been tainted, #China continues to launch large-scale forced labor programs targeting #Uyghurs and disguise it in the name of "poverty alleviation programs."
Many similar "intentions" and methods are clearly listed in the @CCTV report, and they fit the pattern that have been highlighted in previous reports. This also matched with the reports from earlier this year, as Uyghurs are transferred to factories in different parts of ...
... #China for work while most parts of the countries were still under lockdown. In the beginning of this report, @CCTV emphasized that the program will be built upon the "opportunities and stability" generated from the "effective disease prevention schemes."
