Per Annex A of the 2016 Intelligence Community Assessment on #Russia|n election meddling, intel officials had "only limited corroboration of the source's reporting...and did not use it to reach the analytic conclusions of the CIA/FBI/NSA assessment" 
Annex A also notes that Steele "is an executive of a private business intelligence firm and a former employee of a friendly foreign intelligence service" and that he has been "compensated for previous reporting over the part three years"
It further notes that the reporting "appears to have been acquired by multiple Western press organizations starting in October"
Per statement by @ChuckGrassley & @RonJohnsonWI the annex "further confirms the material concerns about the credibility of the [Steele] dossier"
Statement from @ChuckGrassley & @RonJohnsonWI also notes that while Annex A notes the dossier was initialy produced for private clients "it did not disclose that those clients were the Democratic National Committee and the Clinton campaign"

Per letter from DNI Ratcliffe to @ChuckGrassley @RonJohnsonWI, he has "requested that the Chairman of HPSCI share a copy" of the House Intelligence Committee's "Report on Russian Active Measures" so @ODNIgov can do a declassification review
