2) Tam said the penalties of 3,5,10 years are "relatively lenient" compared to those in mainland China. He asked people to "understand the central authority's painstaking arrangement" as it shows that Beijing doesn't want to punish but instead deter first.
3) Tam said the jurisdiction reserved by Beijing includes the powers of "law enforcement, prosecution and trial". And it will be invoked when "the situation gets out of control" and the chief executive asks for help.
4) Tam said extradition to mainland China is an option when Beijing exercises its jurisdiction. In that case, the defendants may be prosecuted and tried in mainland China.
5) Tam said judges' political stance -- if already expressed -- should be taken into account when the chief executive selects judges for national security cases.
6) Asked if public impression on judiciary will be undermined if the government, as prosecutor and plaintiff in a national security case, gets to choose the judge, Tam said "we must have faith in in our judges".
7) Would HK court of final appeal have to seek Beijing's interpretation if a national security case involves issues administered by Beijing and the Basic Law?
