Opening remarks-

@DeepanwitaC - Aspiration of common rational goals brings the importance of interconnectedness.

The role of policy is to bring interconnectedness at various levels for all stakeholders in STI-academia, ministries, etc.

Esp. imp for solving grand challenges
@satyadash - unless there are systems in place, can't work out governance & interconnections.

Once the framework is in place, entities & resource utilization, system optimization needs to be thought about next.

Frameworks of evaluation & monitoring are imp.

..solutions needs to be accounted.

@vanshika_writes to @shubhatole on present aspects of STI governance & regulation.

Our processes and execution need a major overhaul.

Lack of support & enabling the young researchers in our current hierarchical system is a major problem.
Our social culture's dichotomy in personal & professional spaces brings a lacunae.

The schemes, policies if it doesn't reach the intended people stunts the entire process of growth in academia.

Evaluation of new policies, ideas should be done keeping young researchers in mind
@netshrink - #Mentalhealth rarely gets attention in S&T discussions. Glad it gets attention here in #STIP2020

3 levels of interconnectedness where probs exist now- 1. PP partnerships, a large sector of not for profit , social entrepreneurs goes unnoticed.
2. Interconnectedness within & between govt. is a problem. Then getting govt. connect with academia, etc is another challenge.

3. S&T hasn't included social science -silos need to go away.

We've so bound that Procedures have become an end in itself, not the means to an end...
The policies need to look into how to pivot away from outputs to outcomes.

#STIP2020 really needs to focus on Human resource. At the end of the day, innovations are about ideas.

How STI governance can strengthen these models?

@DeepanwitaC - We should be able to spell out lucidly & transparently the kind of engagement for all the diff. sectors coming to collaborate.

To solve scientific issues, we need to discuss them rationally. Aim-make things happen
@RadhikaTrikha with audience Q. - how well can international models & frameworks on systems & governance can be adopted for India?

@satyadash - How is this happening that we as a country can reach the moon but not get over the potholes on the road?
Maybe the system is too pressurized in itself. The system is actually a gatekeeper - it needs to inculcate the concerns of the stakeholders & their values.

We don't define boundary conditions, don't have documentation.

Inculcating the process in creating a nimble system reqd.
How can we build/improve systems in India which can look at a problem from different perspectives & expertise?

Somebody should look into system senescence. Need to let go of old systems to build new ones.

Qual. research needs to be done, esp. in sci. institutes.
( qual. = qualitative)

3 things- Small interventions are reqd. Need to develop systems feeding on each other.

People need to speed up to facilitate the rules. If they slow down,it slows the system too.

@shubhatole - data not found-all the grants, their steps, timelines. Transparency is needed firstly to identify the problems & then work on its solutions.

A big lacunae is that regular Indian grants don't have a foreign travel budget yet. Private funding can contribute here..
.. foreign travel grants, training, etc for broader networking & exposure.

@vanshika_writes to @netshrink on increasing young talent in STI & how can govt. framework like #STIP2020 leverage this?

@netshrink - Lack of governance in terms of huge gap between intention & practice
The intentions & agility is not trickling down to the last level in govt- need to improve that to make a huge difference.

Transparency- cure for many problems.

Errors of omission which are more harmful at times aren't punished but errors of commission are -needs to change.
For innovations esp. in public health sectors, there are no buyers except the govt. Also, govt. isnt open to system innovations.

@vanshika_writes on the Q. of how women representation can be strengthened in STI setup.

@DeepanwitaC -Merit can help to beat the diff. biases....
We need to highlight more women as role models.

Women are found to be invisible in visioning. When they do develop a vision, it's more collective in nature due to consultation. More confidence & support needs to be given to improve that.

Policy needs to have stated purpose...
..to have women on board so that concrete measures can be taken & implemented.

@shubhatole -Our culture sets up women to be on the lesser & compromising side from the beginning to then ask later on not having a vision.

@netshrink -what needs to be done to increase diversity?
@netshrink -Diversity shouldn't be addressed in silos but should look into its diff. kinds & aspects to address the problem on an overall level.

The policy needs to address the structural barriers existing in STI space- will help break the shackles of group thinking in science.
@RadhikaTrikha brings back the discussion to Startups, asks @satyadash on how BIG scheme made a big impact on economy.

@satyadash - Partnerships of BIRAC was a huge factor. Mentorship, helping through many challenges by the incubators, venture centres contributed in success...
Aim - from the land of prototypes to becoming the land of products, processes.

The push system has been there in the last few years, now there is a need of a pull system. Getting a public procurement system to see that innovations actually reach the market (utility) is imp. ..
We need to sort of incorporate the transition from being a startup nation to being a smart nation.

#COVID19 has shown the mirror to us in lacking a system of healthcare.

It's time for India to look at it's own problems & see the sol. now built are best in class, affordable...
..& reach to the last mile.

@DeepanwitaC - Clusters in major cities for activities related to Startups has led to 2/3 of India as an invisible population -untapped potential in these areas need to be looked into where most support is required. Interconnectedness steps in here.
The need for trust overarches the needs for developing governance & system interconnectedness.

Scaling up, as well as lateral diffusion is reqd. to tackle many issues.

@satyadash - Bringing in Non Profit organizations for interconnectedness needs serious thoughts.
@satyadash - People should walk in each other's shoes to understand each other's challenges & what they need to work through in building trust & empathy.

@vanshika_writes takes audience Q. on conflicts arising due to fine line in autonomy & accountability in interconnectedness.
@netshrink - Policy needs to recognize we need process innovations in governance. As we are coming to recognize research management is a specialist exercise, so is governance in STI.

@DeepanwitaC - Proper contracts & trust will help. Need transparency, efficiency,certainty of..
..processes (reasonable certainty).

@shubhatole - Need process diagnostics to understand the exact problems. We need to ____ (missed the audio of the exact word used due to network glitch) young people.
