Anon Answer to Question 1
Start by contacting the graduate admissions office or officer (website should be able to tell you). They will be able to tell you whether you can apply & then find a supervisor or if you need a supervisor to agree to work with you before you can apply.
Anon 2 Answer to Q1
The best way to evaluate different programs is to talk to current/past students. They know all the tea. Many places can promise the moon but don't follow-through. When they say you can go to (some) conferences even if you're not presenting do they mean it?

Q2 - I am overwhelmed by all the grad positions advertised. How do you choose what schools to apply to since it is so expensive?
Q3 - How hard is it to get accepted as an international school or find finance?
Q7- Is the GRE really important? What kind of scores do you need?
Q19 - Is it ok to ask retired professors for letters of recommendation? What's the best way to phrase that sort of an email?
Q20 - How to write a draft recommendation letter? I was asked to write a draft of my own one by a professor.
Q 21 - Is it a good idea to choose a specific professor as master thesis promoter who is likely to be your PI in grad school? In other words, should i choose Prof. X to promote my master thesis because he will have a spot open for a PhD student?
Q22 - How can you phrase an email of interest to a potential PI? What should be included? Should you assume Dr if it's not specified on the website?
Q23 - What is the best way to contact a professor you don’t know? How should you start that interaction?
Q24 - If your program has rotations the first year, Is it good to reach out to potential mentors at universities before applying or is that excessive?
Q25 - How to start approaching PIs in countries (e.g.)UK where you need to have a project area/funding before you can even apply?
Q26 - How do you go about getting funding for research? What are the different types?
Q27 - How do you write a grant proposal?
Q28 What are the different ways you can finance your PhD?
Q29-how do you talk with potential PIs about disability/how I might need additional time than whatever they’ve planned for in terms of funding. I need a PI who will be supportive but I don’t want to come across as asking for special treatment/lowered expectations for work quality
Q30 - How can you best prepare for interviews or lab open days/visits?
Q31 - Questions you should ask current students to properly assess a program?
Q32 - Questions you should ask interviews to assess department attitudes to particular minorities/mental health/etc..
Q33 - how do you deal with the overwhelm of just EVERYTHING related to applications? Choosing schools, figuring out GRE/psych GRE, working on job options and research for a gap year, it's just A LOT.
Q34 - I'm in my last semester of MSc . I want to know If I can apply for any PhD Scholarships as I don't have transcript yet?
