While short on details in the FBI S/A's affidavit, the fact is that the #MSS lost control of the March 2001 video of Ma's debriefing and it managed to find its way into the hands of the FBI indicates a major coup for U.S. intelligence

The FBI's ability to run a false flag counterintelligence op against Ma, who was apparently no longer active is text-book and it worked because they had the video of the March 2001 meeting with the MSS for bonafides.
