Most scientific researches are paid by the tax-payers and most researchers are also paid by tax-payers. Researches are not paid for their published papers: publishing is part of their job. Peer review is generally unpaid.

If a tax-payer want read a paper, then one must pay two times for it: paying taxes the researchers and the research are properly paid, so the tax-payer can now pay again to read each individual paper.
Sometimes even the researchers must pay to get access to their own work.

That scheme is not doing well to spread scientific knowledge, and it is not even doing well to make scientists richer. It is only doing well to make publishers richer, while the hard work is done by scientists.
