Utah still has a low mortality rate, @GovHerbert says.
We've learned a lot over the past 7 months. Many people don't get very sick. But some do, he says.

Again, here's the counties across Utah now in the new restrictions.

Cases are at an all-time high.
16 counties went up in risk level. All of this as we head into flu season/winter where people are indoors and it WILL drive more infection, he says. @fox13

@Intermountain just opened a surge ICU in St. George. They're transferring patients around to make room for #COVID19 patients.

Q on looking back, what decisions should he have done (that he didn't)?

He says he respects regional differences, but "unfortunately we've seen politics played" in those decisions.
@GovHerbert says it's a balance to protect people's health/economy.
Lockdowns bring their own problems, @GovHerbert points out.
Other states are seeing the same surge of #COVID19, some much worse than Utah.

What do you say to those who are making mask-wearing political?
@GovHerbert says there's been mixed messages on left/right and on whether masks work.

Q on backup plans?
@Intermountain says it has multiple plans in place for surge of #COVID19 patients. What happens is caregiver roles change. Instead of ICU doc? You get someone without that training.
