Institutional social engineering by specialised agencies & MDAs works better & faster than actions from the top in keeping democracies sane, cf 1st World countries. They can work here too if people entrusted with critical jobs in the public interest did them well & courageously.
For example, @NhrcNigeria can run an ongoing sting operation on corrupt policemen, try them in batches of thousands, have them convicted & dismissed en masse & no President can stop it. Once other officers see that retribution is sure & quick, they will adjust & society wins.

On the contrary, this is where lawyers should thrive the most. Nearly every day presents with an opportunity to file a potential multimillion Naira suit on behalf of one citizen or the other. Unfortunately, because they're not trained to be entrepreneurial in legal practice...
...they thumb their noses at great cases because they might be 'pro bono' and chase after peanuts in the name of paying clients. For years I took millions of Naira from public and private entities for hurt clients who were only happy to pay me in millions after recovery.

So, today's Nigeria is what you get when 'No Skin Pain' is joined by 'Siddon Look' who is followed by 'I Don't Care.'
Now things have come to a head. All the cans (of worms) kicked down the road by the 2 earlier generations are being fired back upstream by the last generation.
Now, no one is at ease. Each generation resents the ones before or after. Without institutions to diffuse the starkness of our national distress, our institutional memory is clogged with generational buck-passing and blame casting, like we currently do.
