When the #Artsakh treaty between #Azerbaijan, #Armenia and #Russia was released, I stumbled over the second point, which mentioned that AM will hand over two small exclaves to AZ.

As I never heard about the fate of Verin Voskepar and Barkhudarly again, I did open the ceasefire agreement and silently, this tiny detail disappeared. @meduza_en reported it about, much earlier, too:

In a way, this makes sense, as providing access to exclaves seems extremely difficult between two countries that are still in a cold war and that have no diplomatic relations to each other, let alone border crossings.

On the other hand, Bakhurdarly, Verin Voskipar, Kari (all de jure AZ and de facto AM) and Artsvashen (de jure AM and de facto AZ) are the only territories in which undisputedly one country is occupying territory of the other and violating it's territorial integrity.

(note: undisputed is to be emphasized here. AZ claims that AM occupies #Artsakh, too - but AM makes no formal claim to that territory)

So it always puzzled me how #Azerbaijan, who use territorial integrity as a national doctrine, never offered (to my knowledge) to restore Armenias territorial integrity by returning Artsvashen - or doing a formal land swap with other exclaves.

Of course, this is a minor problem compared to #Artsakh, by size and population alone.
