if there are design issues than that would be contractor's problem. Soria: Need to be cautious with taxpayer dollars. Need to be transparent with council. Originally it was only going to be dogs.She will reluctantly approve this.Would like a to hire a qualify a construction mana-
ger. @MayorLeeBrand :This company is one of the largest in Central Valley and is qualified. Lumber costs have gone up past 6 months. This is still a bargain compared to what it was originally proposed. Schaad:we have sufficient managers on this project and will be straightforward
from this point onward. Scott Mozier: we do have experience on large projects.80 projects going on at once and don't see a need to hire a consultant for this project.Schaad: non construction issues may be largest possible issue as we have never ran an animal shelter but not at
construction end. Soria: If Mozier is confident than she will approve it but always worried when using taxpayer dollars. @kmkarbassi I don't have any issues on this. We are in financial position to bond out as rates are low. Jokes how City got planning permit so fast? Chavez:
Project Labor Agreement we wouldn't have an issue. Also jokes as he is part of Huntington Blvd/Kerckhoff Cat area would like a cat spa. @GarryBredefeld We will be proud of this shelter when done. He is comfortable with this now.
Schaad: we worked with UC Davis to get needs a
shelter like this. @MiguelArias_D3 Equipment may not last the 30 years of a bond? Brand: got favorable long term rate.I would like to hold reserve for unknown times. Arias: do we wan't to borrow bonds for equipment in future projects too? Karbassi:one time project and not apple
to apple. Arias: Will we save money by purchasing equipment? Vehicles may last 7 years but we are paying for it over 30. Other projects are in the pipeline such as motel we talked about today as well as old Fresno Bee building. If you have good credit you should use it. Reserves
should be used for emergencies. Is pandemic an emergency? Animal Shelter? @MayorLeeBrand appropriate for this project but not an everyday process. Arias: I will be reluctant to approve a third change order on this though. Approved 7-0

coming Councilmember @Maxwell4Fresno to name a member to BPAC. 33 fatalities pedestrian and bicyclists so far this year which is third largest way of dying in Fresno. We have five years to reach silver level. Would like dedicated staff member. Slow Streets is necessary.
Goals are to name new BPAC members, meet with incoming Mayor Dyer and Street Slow movement. Soria:Hire ATP coordinator? We should consider this in next budget cycle. We are having bicycle fatalities rising.More people are riding and walking due to lack of entertainment due to

Previously was "Pressure clean stairwell twice a week " but now it is just expected. There will be upgrade in personal service and technology. Soria: That is a lot of money especially from General fund.Doesn't seem like we are getting more for the extra money involved.
Thomas: $11.3 million for previous vendor. (SP Plus )Didn't meet some of new RFP whereas Ace did. Quality of Life such as cleaning stairwell proactively. We spoke to them, put it in writing etc but no change.Some of other bidders had their own proprietary equipment which didn't
work well for us. Bredefeld: we did an internal audit on parking. Has that been solved? A: yes. Bredefeld: agree with Soria that amount seems high. Jokes Soria, Karbassi and himself could do it for $7 million. Chavez jokes it sounds like a no bid contract
Schaad points out this is a 5 year contract. Thomas: we can work with assignment language. Quan: follow up on parking audit is being worked on. Arias:I still think we should have a Parking Authority when audit showed deficiencies. He is ok with going forward with this contract as
long as assignment language allows us to change vendors if need be.Quan: Audit has kept going forward and pandemic didn't slow it down. @LuisCha70215912 pattern where parking service providers give a great proposal but actual service is lacking. City Attroney Sloan says notice
