@GoldmanCraig, asked why the #TexasBlackout happened, said all sources of power had failures: coal piles froze, one of the two nuclear plants froze, wind turbines froze, gas pipelines froze, and solar panels had snow.
@Menendez4Texas agrees and says he heard testimony that even if we had more gas plants, it wouldn't have mattered because you couldn't get gas to the plants.
@Menendez4Texas This didn't happen just because of the storm. The bigger failure was not enforcing the recommendations and findings after the 2011 event.
Says @ERCOT_ISO didn't take enough demand offline early enough and then slammed the breaks too quickly.
Menenedez continues and says we need an Energy Commission to better communicate and coordinate within the energy systems which are interrelated.
Smith brings up @RafaelAnchia's efforts to change the name of the Railroad Commission to Energy Commission. Should we do that?
@GoldmanCraig says there will be bills to increase coordination between the agencies but not convinced that a single agency is the answer.

Menendez continues to say this adds insult to injury, to make ratepayers pay for this. @evanasmith asks should we be concerned that @KHancock4TX didn't sign the letter calling for prices to be lowered?
@evanasmith asks @GoldmanCraig about #HB14, the bill to winterize gas supply. Goldman doesn't have details yet. Says he's working with industry and other stakeholders to write the bill. Doesn't want to do anything that leads to less gas generation being online.
Smith asks shouldn't people be skeptical #txlege will do anything. This was all brought up post 2011.

@Menendez4Texas (cont) I don't want to hear that taxpayers will pay for it. I don't care what it costs. If you want to do business in Texas, do what Garland did. Winterize. 80 people died. If we don't fix this, none of us should reelected from the Governor on down
@GoldmanCraig says some oil and gas operators did winterize but lost electricity. they need to be on the critical infrastructure list. We must have better coordination.
Goldman says no one testified we should re-regulate. Says we've been deregulated since the 70s and we're not going to connect to other grids.
[he's mixing different issues here. deregulation could continue while connecting to other grids. Texas was dregulated in '95 and '99]
@Menendez4Texas We have a broken market, we need to change how we price. We could connect to other grids and export energy when we have a lot. But the market and pricing does need to be fixed regardless.
They'll hear from @PUCTX Chair D'Andrea and undoubtedly have lots of questions about the $16b in charges to customer facing retailers, munis, and co-ops Feb. 18-19 that have been the source of much contention lately. Great coverage by @James_Barragan here: dallasnews.com/news/politics/…

2/ Alison Silverstein, former PUCT and FERC staffer and true expert on these issues (Commitees: call her!) said “This industry has been treating weather events as if they’re high-impact, low-frequency. In my view, extreme weather events are [now] high-impact, medium-frequency.”
3/ On #climatechange, I said: “We’ve got to embrace the science and get smarter about how we deal with climate change. It’s hard for people. It’s hard for me to say it, but it is going to get worse and people need to understand this.”

1/ Tomorrow, the Texas House and Senate will hold hearings on the #TexasBlackout. One thing I'll be listening carefully for--and likely won't hear from many on the committees--is discussion of #climatechange.
3/ Why? As I said in the @HoustonChron “We never hear the words #climatechange spoken at ERCOT because of the politics. It’s a taboo subject. We’re using the past as a predictor of the future and we can’t do that...
As #Texas assesses the damage from last week, and water + power flow again, there's going to be a lot going on this week. It's important the public stay engaged. Many are banking on you tuning out. Don't.
1/ Watch for announcements from retail electric providers (REPs) like this one from @JustEnergyUS which warns it may go under. Who will buy them for pennies on the dollar? Private equity? @nrgenergy or @VistraCorp? (btw, follow @JavierBlas)
2/ And what happens to their customers? They'll go to "Providers of Last Resort" program dominated by @nrgenergy and @VistraCorp. They're allowed to charge high prices as POLR. Hopefully, they won't do that. (Other REPs can apply by 3 today) Eyes open 👀

They gave until Monday at 3pm for Retail Electric Providers (REPs) to ask to be a "Provider of Last Resort" (POLR). This is the backstop for when other REPs go out of business, as many will, their customer get transferred to larger REPs like @reliantenergy and @txuenergy
Customers don't get to choose their POLR and Reliant and TXU are pushing hard to be the POLR. Customers can switch later. There's a problem: there will be far less REPs to switch to after likely dozens of companies fail. @apoorv_bh89 called this:
