now. Lets make it 5 for now. Soria: This has been an issue since I have been on Council. My staff do a lot with nothing. We get 15 constituent calls a day not to mention emails and social media comments with only 2 paid staff. It would serve our constituents better
if we expanded staff. Mayor Staff White:The way it is written please don't go hire staff until it passes Veto portion. Esparza:Will you veto this ? Dyer:No money added to this? Then I won't. Arias:Mayor has grown his team with positions that were not there before. Allow us to grow
as well. Chavez:Originally we were going to expand to 9 Council members but got changed by Voters. Census numbers coming out will show the increase. We may need satellite offices to better serve constituents. Approved 7-0
1-H Actions pertaining to the Homeless Emergency Aid Program (HEAP): 1. Approve Amended Agreement with Fresno County Economic Opportunities Commission (EOC) for homeless youth services emergency shelter beds totaling $242,153.76 2. Approve Amended Agreement with Turning Point of
Central California for triage center services totaling $1,863,000 3. Approve Amended Agreement with Focus Strategies for program management services totaling $170,571 (Chavez recuses himself on this item) Arias asks H. Spees about Dez martinez's camps and not more permanent
shelters. What is happening to Golden State facilities? 168 de-encampment was a surprise to us and was a Cal-Trans request. They wanted Right of Way where Dez has her camp. We provided transportation for the items to be moved to Dez's camp. We have asked RFP from Dez and her asso
-ciates. Soria:We are awarding millions of dollars to organizations but Dez cannot as she is swamped manning the camp. Homeless Task Force can write a check today (under $50,000) as a stopgap before they can transition to a more permanent shelter. She is requesting feminine hy-
gine products. Arias:We drove people to another site and then asked for private donations to help them. Council never wanted that but we are responsible now. We need to get away from relying on generosity of Dez, Samrt &Final etc. Spees: What is on Agenda with this item is an ad-
justment from contract Council approved before. We have had some changes as one contractor pulled out completely. This allows Golden State triage to a better site, 30 more triage beds. These contracts end June 30th and council will make decision then. Esgueda: We will meet with
Dez after this meeting. Spees:Turning Point added 13 more beds without charge. They added more beds as well. This contract makes them whole. Arias: Can we make the other groups whole too? We are currently relying on their generosity but they are physically breaking right before us
Karbassi:Liability reasons would it be better if a CBO works with Dez? @Maxwell4Fresno A safer solution was provided but some of the extra care and burden has been placed on people like Dez. Can we come back April 8 with a plan for Dez and others? Esgueda: We have the Security
part down and we need to finish. Bredefeld: We moved items from one encampment to another? Spees: Cal Trans created a crisis for neighborhood. City employees stepped in and moved it. Dez has a lived experience, contacts with homeless, an attorney, and is using a site illegally
but without her these people would not have a place to go. Temporary camps in SF and other cities always end up permanent and are not happy places. Bredefeld: Are we sanctioning this encampment? Spees:Cal Trans is sanctioning it. We stepped in to help in the crisis. Bredefeld: I
like that Spees is so confident that no crime is occurring at that camp! Soria:Garry please come and visit the camp. Spees:This is not a low barrier encampment and people are chosen to be there. This helps crime rate to be low. Bredefeld:I don't want Council to give money to Dez
when she has no training. Our goal always need to be finding homes, drug treatments etc. Soria:What is your solution? Karbassi:progress has been made. There will be growing pains. Safety is needed though. Do we have a temporary holding place for the homeless items?Spees:yes for 40
days. Maxwell: Dez can team up with some of the groups we are funding. We do need a plan in place though. Mayor:Funding, partnership, putting plan into place;Community expecting more;American Rescue Plan dollars will be here in May as well as State dollars. We do need stop gap
funding and plan. We need tiny homes, temporary showers, more motels. We should consider city run navigation center as stop gap measure. Soria:It doesn't take phd to help homeless. Dez is competent. I take offense for some of the words to describe her. She does all this with no
tax dollars. She gives a voice to the voiceless. I am glad Mayor is helping to come up with a solution. We will have to stand up to NIMBYs who will fight solutions. Karbassi:I wish Soria wouldn't use the word elitist. I do worry City maybe liable. Soria: I wasn't talking to you
Mr Karbassi. Bredefeld: She meant me. I have spent my whole life helping people. This isn't about NIMBYism. It is about not sanctioning encampments. Can Spees guarantee no crime in District 6? Spees:I withdraw my earlier comment. Arias:I give credit to Mayor who heard outcry that
constituents who didn't want one large homeless shelters in one part of town. Fortunately we have some funding too. Approved 6-0 with Chavez recused. Chavez is now back and jokes"What happened ?I heard a lot of yelling?"

Appearance by Anthony Tassone to discuss Remove Racial Bias by Analyzing Police Body Cams While Reducing City Spend. (Speaker resides in Chicago, IL and with GreenKey Tech uses Natural Language Processing) Police Departments don't know which bodycameras video to keep
Most video doesn't need to be kept but need a way to determine it. We chose Fresno to be part of our pilot program due to Mayor Dyer's past experience as PD Chief.
(Some slides I pulled of Green Key Tech had given to other cities but not today @GreenKeyTech )
