Because the Ecumenical Patriarchate lacks such resources as state controlled media and massive state funds, State Propaganda by Greece and Russia have convinced 99.9% of the people that the Ecu Patriarchate is Greek, hence the false "Greek Patriarchate of Constantinople".

Due to the nature of Orthodox Church setup, all Churches are equal, but Constantinople if First Among Equals, basically some kind of Court to solve disagreements.
