Joining back in to bring you a bit of the presentation on return to school. Reiteration that there will be in-person graduation for HS, MS will not have in person promotion for 8th graders #BoardWatch

SFUSD is still looking into adding a secondary grade for in person this spring, but waiting until late April after current waves go back. #BoardWatch

Here is some data about assignment for return to in-person learning. Some groups had lower response rates and lower interest in returning (Asian and Homeless population especially). Less than 1/3 of those who have had limited engagement returning. #BoardWatch

Attendance rates so far...it is high! #BoardWatch

Normal rates of attendance are around 94-95% per Dr. Khanna from Research, Planning and Accountability. #BoardWatch

Now some slides about the agreement with educators to return focal students in secondary grades (these are the students already planned to return to in-person) #BoardWatch

There will still be accommodations for educators in some situations under the MOU. This MOU expires on June 20, 2021 and is specific to secondary focal group. #BoardWatch

Now moving on to a discussion of summer programs. #BoardWatch

Currently in the process of enrolling students in these programs. Would like to expand and launch new programming, but dependent on staffing. There are jobs available! Linked on summer opportunities website. Encourage folks to check out postings. #BoardWatch

Some updates on testing shared. So far 3 positives tests, none at school sites. #BoardWatch

Still trying to hire subs to fill vacancies. Many central office staff are covering positions at school sites. #BoardWatch

Testing update. SFUSD will not be administering state tests this year (e.g. CAASPP/Smarter Balanced)- ELPAC (english learner proficiency) will still be administered. #BoardWatch

On testing: families should have access to results of interim assessments done this spring. Eg reading inventory and math milestone tests. Also, if you want your child to take the CAASPP assessment, can reach out to RPA and they can arrange for your child to take it. #BoardWatch

Public comment time: parent of high school student who has been seriously impacted is concerned that reopening comes 4 hours into agenda #BoardWatch

Public comment: parent group from Everett MS sharing a list of shared priorities: as SFUSD brings all students back, should center needs of most vulnerable students. Allow staff to come up with creative solutions and lead by example #BoardWatch

Hope that when reopening happens want to have transparency early about what is needed to reopen schools. Also hope to prioritize most vulnerable students beyond just welcoming them back #BoardWatch

Public comment: need to continue to focus on students with most need, focus on those with IEPs that have transportation as a service. These schedules are not aligned with school schedules. Huge disruption. Federal requirement #BoardWatch

Public comment: would like more clarification on the difference between various summer programs, which students should attend which? Teachers confused too. ESY, Covid Recovery, Summer together .... #BoardWatch

Public comment: there is need for afterschool programs. DPH allows it. Would like to see it happen this spring. It is really important for working families. #BoardWatch

Comment from Everett PTSA: 3rd hope is that SFUSD will adopt and publicize a plan for needs for most vulnerable students: academic, mental health, social and emotional. Urge SFUSD to allow school leaders autonomy to address needs. #BoardWatch

Comment: why is ELPAC being administered if CAASPP is? Won't really show what they know. Teacher says he has enjoyed being back. Hope that commissioners will come to schools and show teachers that they care. #BoardWatch

Comment: concern about the model for special education return to school in HS. Concern about missing class while on bus and lack of emphasis on blended model. #BoardWatch

Comment: a teacher requests parameters for how schools could possibly open in-person clubs. MS students have nothing right now. #BoardWatch

Comment: UESF president is committed to negotiations to bring back all students in the fall. Nobody chose this. Want to echo concerns about students in SDC classes and transportation. #BoardWatch

Student Delegate Correa Almanza: if there are students who don't want to return, can other students fill those spots? A: there are so many contingencies, at this point the answer is no, just those who expressed interest in the named groups #BoardWatch

Commissioner Boggess: wants to know more about SPED transportation issue and how that is being addressed. A: have noticed some kinks, these have been elevated over last couple of days and meeting to try to mitigate over next couple of days. #BoardWatch

Superintendent Matthews: knew this wouldn't be perfect, trying to iron them out as we go. Part of the reason for doing this in waves. #BoardWatch

Commissioner Collins: how extensive is this? A: 302 HS students have transport in IEPs, will be looking at each of these in next days #BoardWatch

Commissioner Lam: question about supports for focal populations coming back to blended model in person. Being supported by staff while teachers are remote. How are we engaging students who choose not to return. Worry about these most vulnerable #BoardWatch

Ford-Morthel: most focal students returning will be in classrooms where everyone is engaging in different work with different teachers. Adult in room will be answering questions and providing supervision and support. #BoardWatch

Lam: what will other support look like, eg coordinated care team? Lau-Smith: same time of support offered last year when students were in person will be coordinated at schools in person as well as for students in distance learning #BoardWatch

Lau-Smith: May end up having to reduce some services, determine staff to support remote students and those in person. Have been developing curriculum, have student link line ready to support. Built as many wrap-around supports as possible. #BoardWatch

Lam: staffing question- do we have a sense for what staffing will look like next week? Deployment of central office staff? #BoardWatch

Lam: also have a question about vaccination availability and rates. Lau-Smith: big push, got codes specific to educators and school staff. 3 days of vaccine clinics at central office. Shared many opportunities with staff in many different languages. Not able to track vaccinations

About 3K have responded to survey saying they have been vaccinated. #BoardWatch

Chief Menezes on staffing: next week need as of yesterday was about 130 substitute teachers and 130 substitute paras. Pick up has been about 70, projected need 40-50 for teachers and a little higher for paras. Will pull out all stops, new subs, contractors, and central staff.

Lam: what is the fall planning timeline in coming weeks and months? Matthews: learning in each of these stages. Policy team meets 3 mornings per week to consolidate learnings. #BoardWatch

Matthews: Already made a commitment to 5 full days in the fall. The planning for the return this spring has been done by people doing more than their job, looking at opportunities for assistance. #BoardWatch

Commissioner Collins: appreciates questions on return to in-person learning. Curious about bringing MS and HS students for clubs and extracurriculars. What is the potential for this? Not everybody does athletics. I really want it to happen. Kids need to get out of the house.

Matthews: priority now is on returning April 26 group. Next focus is on trying to bring back another grade level. To be transparent, this has been the focus. #BoardWatch

Matthews: it would be really difficult to do another shift to try to get more students back. #BoardWatch

Matthews shares that the grade level being considered to come back would be Seniors. Collins wonders what it would take to bring back a club that potentially wouldn't have to be onsite-maybe even just for middle school sites. Different division- want to put it out there.

Collins: summer programs- how are families being supported to fill out interest forms, know about scholarship opportunities etc. #BoardWatch

Hoogendyk: most SFUSD programming is eligibility-based, reaching out to those families. #BoardWatch

Collins: afterschool depends on DCYF partners, when will discussions begin so these programs are lined up for fall as well assuming we are 5 full days. What is timeline for these conversations? #BoardWatch

Ford-Morthel: have been engaging afterschool partners in discussions around spring. Starting to have discussions about the fall. Some of these agencies are having their own staffing problems, goal is that partners will support at same or enhanced level. #BoardWatch

Commissioner Alexander also has questions about clubs, hopes at a minimum we are being flexible and accomodating requests from teachers who are on-site and want to do clubs. #BoardWatch

Delegate Hines-Foster: what is the estimate of the number of guests students can bring to in-person graduation. Is there a possibility of the prom? A: no info but will circle back. Likely will be limited number of guests from immediate household. #BoardWatch

Hines-Foster: is there a chart? Lots of dates flying around about graduation dates. Mine is confirmed but other schools not. Matthews: it will be confirmed and all details will be out soon. Working with city. #BoardWatch

Hines-Foster: can cheerleading be considered a sport? Lau-Smith: competitive cheer can be considered a sport. #BoardWatch

Commissioner Sanchez: appreciate suspension of the CAASPP-relief for many teachers and students. Why still pursuing ELPAC test? Khanna: not given flexibility by state around ELPAC, prioritizing students who just need this for reclassification #BoardWatch

Actually, popping back in! The audit report main takeaway is that reserves are becoming quite low. This year actually looks like below state requirements. Comparing to past years here is a slide of past reserves (as % of total). This year is under 1% #BoardWatch

Lam notes concern about drop in ADA (average daily attendance - state funding is based on this). Predict this will be a trend state-wide. October will be first official count of ADA (have been held harmless this past year) #BoardWatch
