3.Presentation of Retirement Plaque to Lori A. Liles - Department of the District Attorney - 20 Years DA Smittcamp sends her regards via Steven Wright.He says Liles will be missed for all the work she did. Next:Bob Whalen says DA office goal is to help people.
Liles spent time in Sexual Assault Unit which is hard to do. Us prosecutors need all the help they can get.She would work long and late and he often saw tears dripping down her face from the type of cases she dealt with. I will miss her as a friend and the laughter too.
Liles: I was always proud doing that work.
4. *Recognize Sheriff's Deputy Jonas Motter for his selection by the United States Marshals Service to
receive the Director's Award for his work as a Joint Task Force Officer
Sheriff Mims: proud to recognize a member who apprehends wanted people who absconds. Marshall says this
is the highest honor giving from Marshal’s Office. Given to those outside of Marshals Office. Mongolian Boyz Gang ordered a retaliation against a crip gang. Shooting killed dozen innocent Hmong family watching Super Bowl. Deputy Motter tracked gang leader to Minneapolis.
Captured wanted gang leader. Deputy Motter thanks his wife for making this job possible. Brandau thanks Deputy for the capture after the mass shooting. @LincolnSeward Law Enforcement is a family affair. Appreciates the dedication of the family. Mims: only two of these awards
given out nationwide a year. Typically given out in Washington DC but due to Covid.
4.1 *Delivery of Surface Water Supplies to Westside Fresno County Approval of the recommended action would authorize a letter (Exhibit A) to be sent to Mr. Ernest Conant,
Regional Director of the United States Bureau of Reclamation (Bureau) requesting advance delivery of surface
water to westside farmers served by the Central valley Project. This item pertains to locations in Districts 1 and 4
@BuddySupervisor There is water sitting in San Luis Reservoir. State owes Feds water.Typically water is sent out in March but here were are in April but water is
still not advanced. I would like Governor Newsom to help move the water too. @SenatorBorgeas has a bill (or a letter?) in Legislature too. Pacheco:5% is pretty paltry amount. Approved 5-0
3.1 Consideration of modifications to or repeal of Proclamation of a Local Emergency due to Novel Coronavirus (COVID-19). Brandau:an ongoing emergency is bad for people. State is working by edict. Bad to continually go on by edict.Yesterday our CAO Rousseau circulated a letter
we will discuss in a bit. @LincolnSeward We often have longtime emergencies like tree mortality but we updated it every year. Local Covid-19 emergency said there were no vaccines but we do now. I don't see a direct benefit locally from us declaring local emergency like local
sourced etc. We do need to abide by State Emergency but i don't think local emergency still. @BuddySupervisor I think we need to delay this for a few weeks since our Recorder's Office doors will still be closed even if we declare this over. "Governor Showboat" says we will be
open June 15 but Cal OSHA hasn't changed anything even then. Brandau:this won't change anything as we will still have to abide by State. Public:Blanca Flores says she was delayed downstairs because she didn't want to have temperature taken. Sheriff eventually called. I finally
get up here and Supervisors are not wearing a mask and taking photos. We have to wear a mask but everyone takes it off when they come up to speak. Next:Eric Rollins:Government has a responsibility to protect my rights. Federal has rights over State but State tells me i can't go
to church. We quarantining the healthy. We have goe way too long abiding by King Newsom.Clovis has gone a long way helping businesses. Next:@LovesMercy Brandi: Would like Supervisors to listen to Dr. Vohra. Next:When I see what is happening to our citizens makes me emotional. We
just lost businesses like Sunnyside Deli. Only a medical professional can give advice on wearing a mask. Practicing medicine without a license is wrong. Thank you Steven and Nathan for bringing this up. You are on the right side of history. Brandau:Magsig did a good job illustra-
-ting why we need to end the local emergency orders. I would like to join other counties who have already done the same. CAO letter had 5 reasons why we should stay in local emergency. They don't address our local emergency. Those who won't follow our policies have already won't.
These five items are all emotional. Our County has been on the side of Newsom on most items but many people don't. I would like to repeal this local emergency and direct CAO Rousseau order all Departments to re-open. Magsig:can we only open the departments opened to public?
Brandau:we still abide by State mandates. Mendes: CAO can't order other officials to open their doors. Counsel Cedarborg: yes. Mendes: This is why I want to continue this for a few weeks. Brandau:The continuance game...Mendes:This is not a game!Brandau:I know. The ball is in our
court. Pacheco:We are going to encourage departments to open up? We are not going to get into a legal war if departments don't want to open? A:Yes. Pacheco:Magsig has a compelling argument. State emergency has been gone on for 1 year. I believe in personal freedom and believe in
our Public Health Department. Dr. Vohra sees death everyday and makes sense he skews that way bit. I do think this is one step lifting this local Emergency mandate. I advocate opening churches and businesses. They never should have done that. Quintero:Thanks the speakers and
staff who have put lots of thought into this. Mendes:I agree with Pacheco on the churches. I truly believe in personal freedom. But we won't get out of this if people don't get vaccines though. Quintero:lots of us have lost family during this crisis. Ag and businesses and schools
be effected by this item. Approved 4-1 with Quintero voting No.

6.**Supervisorial Redistricting 2021 Provide direction to staff choosing one of the three proposed options to establish a Supervisorial
Redistricting Commission or to complete the redistricting process without a commission.
Introduced by phone is National Demographic’s Dr. Doug Johnson. October 30 will be final numbers with Supervisors being completed by December 15.
1. Advisory Redistricting Commission: This Commission would recommend boundaries to your Board.
Your Board may prescribe the manner in which members are appointed to the Commission, with the
caveat the County elected officials, family members, staff, or paid campaign staff of a
County elected
officials cannot be appointed to this Commission.
2. Hybrid Redistricting Commission: This Commission would be directed by the Board to recommend two
or more maps, one of which the Board agrees to adopt without modification. This Commission may not be appointed
but your Board may prescribe the manner in which members are
appointed provided the application process is open to all eligible residents. Should the County pursue
this option, a pre-defined appointment process would need to be established in order to select
Commission members.
3. Independent Redistricting Commission: This Commission would be authorized by the Board to adopt
new boundaries without returning to the Board for approval. This Commission may not be appointed
directly by the Board, but your Board may prescribe the provide
application process is open to all eligible residents. Should the County pursue this option, a
pre-defined appointment process would need to be established in order to select Commission members

provides transparency. I was here ten years ago. District 5 has 15,000-20,000 over the amount to make these districts equal and so some changes are needed on boundaries.Next:Elizabeth Shields from League of Women Voters said league sent emails as to how goals needed.
Staff report was released just a week ago and you are asked to make a decision in haste. No discussion of pros and cons of the three options provided. 70,000 more people since last redistricting. Ten commissioners is needed. Census data in October and then volunteers completed by
2022 as well as paltry amount of funding too. Next : Paul Price. Demographics are changing and there may be worry by some supervisors due to that thus an independent commission is needed. These are getting more popular around the country.Committee needs to be diverse. Need to
know you are selecting your supervisor and not the other way around. Next: from Central Valley Progressive PAC Simone Rhodes says commission needs transparency like Tulare does. At State level redistricting has been shown to get community input. Please vote for a Citizen Advisor-
-y Commission. Next: @LovesMercy Brandi notes Chair Brandeau has stepped out. We need community to drive this and not an outside consultant. People don’t always know about this due to time of day or lack of internet. Next: Michael Evans: Redistricting is one of the most important
things a Supervisor will do. An advisory commission is the best way and with at least 11 members. There should be maximum outreach. Emerging from pandemic will need strong leadership. I am bothered by using this consultant which tends to keep out diverse demographics of a
Community. @LincolnSeward my district has grown a lot and some of those citizens will end up in another district. I want to keep my constituents and it covers a diverse communities. Regardless I love entire county though. Many of those that spoke today represented organizations.
Did those organizations invite other organizations that may have opposite views? We need those diverse views. Another public: Eric Payne says we stand in strong support of what he has heard today. Pacheco: surprised to hear about this consultant maybe biased. Who chose them? CAO
Rousseau says his office did. Douglas Johnson: consultants are often blamed when it doesn’t go people’s way. I have never had one of my maps overturned in court. We work with all types. Pacheco: law says we need to have at least 4 public meetings. That is inadequate. 11 Members
is a good number. Magsig : all citizens have had a chance to weigh in by voting for us. We could each pick two members and CAO the 11th one. Pacheco: I don’t see wholesale changes due to population. Brandau: Advisory Commission is the only for him. 11 members is fine with him.
Pacheco: lots of work needs to be done before the numbers come out. Public meetings need to have lots completed by October 30. Mendes makes motion to use #1 option with 11 members. “1. Advisory Redistricting Commission: This Commission would recommend boundaries to your Board”
Supervisors select their two appointees but rest of Supervisors approve those too. Brandau: advises public maps will shift slightly due to population. Approved 5-0

application for Alcoholic Beverage License Type 21 filed by Yakoob Nagib S. Mohamed, to be used
at 6012 S. Elm Ave., Fresno, CA 93706
Will be an upgrade from Type 20 to type 21 which adds Liquor. 6 other type 20 in the census tract. No complaints from law enforcement. Approved 5-0

requirements of the County of Fresno Site Plan Review 8052. If the vacation is approved, it will result in this
