This despite the fact -- yes, it is a fact -- that large portions of the oil and gas infrastructure were offline BEFORE the outages began. @IHSMarkit said 13% of gas production was down on Feb 13, more than 24 hours before power outages.

@EIAgov economist Stephen York said "the bulk of the declines in natural gas production in Texas resulted from freeze-offs at wellheads or gathering facilities. At least initially, the declines 'were mostly unrelated' to electricity generation by power plants."

The @DallasFed wrote a report showing that winterizing new gas wells is one of the most cost effective blackout prevention steps we could take as a state. It would cost an industry that made tens of billions in February "$85-200 million annually" 4/

New wells produce more oil and gas than old ones. It's cheaper to winterize up front. "A targeted and effective approach" said the Fed.

But that requirement isn't in the #SB3 version that passed the Senate. Gas wells are in the introduced bill

While gas wells are out of #SB3, the oil and gas trade association continues to try to stop safeguards which puts all of us at risk.

Today on the House floor, #HB2000 by Huberty to create the State Utilities Reliability Fund, a loan/grant fund for weatherization of infrastructure, will likely come up. It was scheduled for last week but postponed. Huberty was arrested last Friday and was absent. Now he's back.
At 3CT, ERCOT and the PUCT will hold a Summer Preparedness Workshop. We could see very tight conditions and possibly outages this summer if extreme heat and drought occur.

In @PUCTX proceedings, interested parties file comments. In Texas, #txlege set it up many years ago that anyone can file comments. In many states, you must have a lawyer. Not here

The independent market monitor now testifying in the Senate. ERCOT's Magness and PUCT's Chair D'Andrea next.

The IMM, Bivins, testifying the $16b was NOT wrong, contradicting testimony in the House this morning.

It's an "economic number," but $5b is the real number, is what I think Bivins said.

3/ On #climatechange, I said: “We’ve got to embrace the science and get smarter about how we deal with climate change. It’s hard for people. It’s hard for me to say it, but it is going to get worse and people need to understand this.”
