UPDATE: Thanks to @microtwinge, @ErinOfAlaska and @lindoyle2 for your assistance. I've updated the graphs accordingly (and the R^2 factor increased slightly to 0.2197 as a result).

UPDATE: I've updated IOWA's raw data and as I suspected, Cass County is *not* an outlier after all (data glitch?). I've also updated CALIFORNIA with their raw data. Both nudge the R^2 up a bit to 0.226:
