.@GovAbbott in signing ERCOT reform [#SB2] and major power grid overhaul [#SB3]: #txlege passed comprehensive reform to fix all of the flaws [from the winter storm blackouts].
.@KHancock4TX, author of #SB2: this is a total reform of @ERCOT_ISO. Our #1 goal is we take care of consumers. Prev. it was formed w/industry experts. We found in our convos & hearings, there began to be some conflicts of interest. It's completely 100% independent now. #txlege
The decision to "blow up" @ERCOT_ISO in #SB2 was not done until the bill was in conference committee, negotiations b/w the 2 chambers behind closed doors and had no public hearings on the policy decision. #txlege#txenergy
The sponsor of #SB2 and #SB3, @chrispaddie: everything we did [these bills & "securitization"] was to help consumers, help their bills remain low, making sure we don't have another blackout again. #txlege#txenergy
What about concerns that these reforms will not be in place in time to keep the power grid stable this summer & winter?
Hancock: We got reserve capacity this summer. Based on what we know in '22, we have 28% reserve capacity. We're continuing to meet demand. #txlege#txenergy
Abbott: There is $1B in CARES Act money for homeowners to deal with costs related to the winter storm. @PUCTX will have more info on this soon. #txlege#txenergy
.@DrSchwertner, author of #SB3, says the bill has PUC & RRC decide appropriate infrastructure be weatherized. We're deferring to the experts to make the rules to follow the directive of #txlege. #txenergy
When asked about direct ratepayer relief being stripped in conference cmte for #SB3 ($350 credit in utility bill), Schwertner said it will continue to be discussed but didn't make the finish line. He refers to securitization bills passed that'll have an impact. #txlege#txenergy
Paddie on if #SB3 has teeth: There are reqs. & penalties for noncompliance. There's enforcement, inspections & $$ for that. #txlege#txenergy
Paddie cont. on #SB3: Media says we took it easy on natural gas. That's not what they're saying to us in our offices. We aren't weatherizing all wellheads. We're mapping the supply chain and shoring it up. #txlege#txenergy
Sounds like it's unlikely @GovAbbott will add items related to power grid to a special session this year when he says things like this. #txlege#txenergy#SB2#SB3
After being voted out just yesterday, the committee substitute for the Senate's $16.3B ARPA relief spending bill (#SB8) is on the Senate floor right now. The text just became available a couple of hours ago. #txbudget#txlege#txedcapitol.texas.gov/BillLookup/Tex…
Here are the top-line items of the cmte substitute for #SB8:
#SB8 author @SenJaneNelson said Senate work groups navigated 300 requests that would spend $60B, well over the amount that #txlege can appropriate. #txbudget
Today, the Texas Senate is expected to consider the committee substitute for #SB6, the proposed map for Texas' 38 congressional districts, and several floor amendments.
Huffman says she will only vote in favor of floor amendments that don't expand the overall deviation from the ideal population of the map and that is agreeable to all Senators involved in the district line changes. #txlege
Senate now considering floor amndmnts on cmte substitute for #SB4, the proposed senate map. Huffman floor amndmnt 1 (PLANS2149) makes the cities of Magnolia, Kyle, Mansfield, Seguin & Jourdanton are made whole. She says all Senators involved are agreeable. #txlege#redistricting
The Senate #Redistricting Committee is meeting now to hear invited and public testimony on the new proposed Congressional maps, #SB6. We'll be live-tweeting on this 🧵. Follow along
.@joanhuffman says they'll start w/invited witnesses, who were recommended by Senate Redistricting Cmte members. She says next week, the cmte will vote on amendments and #SB6 overall. #txlege
Her #SB6 testimony will be somewhat general since they haven't had enough time to fully analyze the maps but plan on submitting more testimony/amendments later. #txlege
Texas municipalities have received 2 warnings of costly litigation re: enforcement of the statewide camping ban on public property (#HB1925) which went into effect Sept. 1.
The second warning for Texas municipalities came from the @ACLUTx, @FairDefense, @TexasAppleseed & @NLCHPhomeless if local leaders enforced #HB1925 w/out regard to the Constitution & the American with Disabilities Act. #txlege
Side note: per witness lists from both the House State Affairs Cmte & Senate Local Gov't Cmte on #HB1925 and the Senate companion bill #SB987, the only service provider that testified in favor of the bills was @HavenForHope. #txlege
