Huffman's on Amndmnt 10: it puts numerous members of congress at risk of reelection. Hispanic CVAP is not enough to create new minority opportunity districts. It creates new #TX38 in DFW, similar to #TX33 but not compact. Since HVAP is <52%, she claims it's a racial gerrymander.
