Adv Jamsheed Master submits on behalf of the petitioner, Yogeeta Vanzara, that in the state of Maharashtra, in places like Kolhapur plans till June 30 are published, in places like Gadchiroli and Nandurbar, weekly plans are published.
Master: My only prayer is that similar plans may be adopted by us. Having a plan helps people to plan their office leave, plan for their old parents. And in general it will save time.
Master: As per expert committee reports, the vaccine slots till June 15 can be shown.
Some basic slots can be opened. If there are more, it can be added.
Court: The problem arises, that when the slots are allowed, appointments have been given, more particularly to senior citizens, and then they come to the slot, and when there are no vaccines.. something has be done for that.
Court: Just having a booking is also not going to do right. The concern is that people do not queue up and get vaccines in the time slot allotted to them.
Master: In Kolhapur, when they cancel any slot they just shift it to a different date.
Sr Adv Anil Sakhare for BMC: We get notification that this much quota will be available on a given day. We arrange for our transport. The issue is with procurement as we do not get weekly quota from the State.
Sakhare: Since we do not get quota where we are told on Sunday you will get 90k, then at least we can make a weekly plan.
Court: Let them consider your suggestion Mr. Master. They have to consider the part where they have to ensure that the stock they have is not wasted.
Court: In villages there may be situation where people do not turn up for vaccination.. Judiciary will step in when it needs to.
Micro management at this level is not required. These are administrative decisions, let them look into the bottlenecks.
Master: Last time the question was put about registration for people who do not have computer.
I have given suggestions for those in my representation.
Court reads the suggestions: 1. Weekly plan for vaccine availability 2. Fixed time for opening of slots 3. Walk-in facility for 18-44 age group with co-morbidity 4. Suggestion for economic & backward class people.
Court to the government authorities: File an affidavit giving your stand on the suggestions. If you feel some of the suggestions are workable, go ahead and implement them without waiting for our orders.
