At noon today @LondonAssembly June 2021 Questions for @MayorofLondon are due. Let's take a look at some of the #CroydonCrash #CoverUp Questions @SadiqKhan hasn't answered for May 2021. @edthicknesse @BBCTomEdwards @Robbiehorgs @TaraOConnor_ @christianwolmar @InsideCroydon
1. from @KeithPrinceAM: "Contractually-Mandated Safety Reporting & Monitoring Requirements contained in current Operating Agreement between @FirstGroupplc TOL & @TfL" — Officers are drafting a response. It's a SIMPLE QUESTION @Heidi_LDN! london.gov.uk/questions/2021…
2. from @KeithPrince: "Operating Agreement between @FirstGroup TOL & @TfL in effect on 9 November 2016" — Officers are drafting a response. Another SIMPLE QUESTION @Heidi_LDN. Why the DELAY? london.gov.uk/questions/2021…
3. from @KeithPrinceAM "2017 Amended & Restated Operating Agreement between @FirstGroup TOL & @TfL" Officers are drafting a response. Was 1996 Operating Agreement & (AFAIK) novated by TfL in 2008 ever AMENDED after Sandilands @Heidi_LDN? If so, when?london.gov.uk/questions/2021…
why are @MayorofLondon @Heidi_LDN @TfL DELAYING RESPONSE to @KeithPrinceAM's 3 SIMPLE Qs re @FirstGroupplc TOL—@TfL Operating Agreement? ICYMI @MLiebreich wrote to @raibgovuk 3 times since Oct19 asking: "DID RAIB LOOK AT THE CONTRACT?" & #NoResponse WHY? saferoxfordstreet.blogspot.com/2021/04/croydo…
And is the Draft Contract @MayorofLondon sent @KeithPrinceAM in March 2020 the prevailing agreement between @FirstGroupplc TOL & @TfL? When was it signed? london.gov.uk/questions/2020…
BTW: @TfL emails between TfL Legal Dept & Trams Executive Team from 6Jun17 found in @CarolinePidgeon Q 2020/4632 states: “the new version of the agreement has a much more robust provision on information supply but, of course, is still in DRAFT" (my cap) london.gov.uk/questions/2020…
BTW: In @MayorofLondon response to @CarolinePidgeon July 2018 Q 2018/1718 @SadiqKhan clearly states: "this safety monitoring arrangement is NOT AN EXPLICIT CONTRACTUAL REQUIREMENT between @TfL & @FirstGroup TOL". (again, my caps, sols) london.gov.uk/questions/2018…
To RECAP:
✅JUN17: @TfL Legal says @TfL-@FirstGroup TOL Contract w Safety Monitoring Rights=>DRAFT
✅JUL18 @SadiqKhan tells @CarolinePidgeon Safety Monitoring NOT EXPLICIT CONTRACTUAL REQUIREMENT
✅Mar20 @MayorofLondon sends @KeithPrinceAM 2017 Agreement w Monitoring Rights🤔
So exactly WHAT Operating Agreement exists between @TfL & @FirstGroupplc TOL? Does it give TfL any Safety Monitoring Rights @Heidi_LDN @SadiqKhan? Has Croydon Tram Contract been amended since the 1996 Agreement CentreWest (Peter Hendy MD) negotiated w PFI Consortium?
Was @FirstGroupplc TOL contract AMENDED FOR SAFETY when @TfL (Peter Hendy, Commissioner) acquired Croydon Tram from PFI Consortium in 2008? Why did @SadiqKhan refuse to answer this @KeithPrinceAM Question? It's not "speculative" or "not productive" IMO london.gov.uk/questions/2020…
especially when @edthicknesse @CityAM reporting that "Jim Snowdon told the [INQUEST] jury that he had written a paper in 2008 warning there was a risk of accident on the corner coming out of the Sandilands tunnel due to a lack of signs." cityam.com/croydon-tram-c…
when @Robbiehorgs @ncedigital report "Giving evidence to the Inquest into the accident, the former chief engineer of the Croydon network Jim Snowdon revealed that he flagged safety concerns in a 2008 written report." newcivilengineer.com/latest/chief-e…
so why's looking at what @TfL knew about safety when it acquired the Croydon Tram and @FirstGroup TOL Contract in 2008 without (AFAIK) ANY SAFETY MONITORING RIGHTS FOR TFL "not productive" or "speculative" @SadiqKhan?
is that why @SadiqKhan delayed answering #CroydonCrash #CoverUp Question from @KeithPrinceAM 2020/4635 FOR 6 MONTHS? 🤔 london.gov.uk/questions/2020…
b/c BURIED in delayed response from @SadiqKhan is Letter from @TfL to @RAIB dated 24 Nov 16 which cites existence of "Due Diligence Report in preparation for the transfer of the tram system to TfL". I'd be chuffed if Croydon AM @NeilGarratt would ask @MayorofLondon for that data!
& we're now full circle re @MayorofLondon UNANSWERED Qs from May @NeilGarratt! You have 4 Qs @SadiqKhan @Heidi_LDN @TfL have IGNORED, including this Q which nicely summarises #CroydonCrash #CoverUp. Will @MayorofLondon respond w copies of TRAM CONTRACT? 🤔london.gov.uk/questions/2021…

Will @VanessaOnAir ask @Heidi_LDN @TfL if she thinks "Concealing or denying failings, for the sake of the organisation's public image, is dishonesty on the part of the organisation for reputational benefit & constitutes a form of institutional corruption"?
Because if @BBCLondonNews @BBCTomEdwards bothered to investigate how often @TfL misleads Public & @LondonAssembly about its Poor Safety Performance—cf 1) #StopKillingBusDrivers 2) #CroydonCrash #CoverUp 3) #LondonBusWatch—would be obvious b/c evidence already in public domain.
QED 1. Why doesn't @BBCLondonNews look into @TfL Commissioner & @MayorofLondon "Misleading Statements about Middle Door Boarding & #Covid19 Risk Reduction"? @SadiqKhan admits decision had nothing to do w science. london.gov.uk/questions/2021… HT>@KeithPrinceAM

#StopKillingBusDrivers @MayorofLondon tells @KeithPrinceAM "from Mar20-May21, 90 @TfL Workers killed by #Covid19" BUT "TfL is unable to report on the number of Taxi or Private Hire drivers who have died in service" @TootlestheTaxi @GMBLondonRegion @BWTUC london.gov.uk/questions/2021…
TfL Data released w that MQT response that reveals OVER HALF (53%, 47 of 90) @TfL Worker Deaths from #Covid19 occurred AFTER May20, i.e. AFTER 1st Wave. Weren't any 'lessons learned' @SadiqKhan @Heidi_LDN @MichaelMarmot? HT>@KevinMustafa16 @therealdojj @MalLunam @LeeOdams
TfL Data released w same MQT response reveals OVER HALF (75%, 67 of 90) @TfL Worker Deaths from #Covid19 were "Bus & Dial-a-Ride" Workers. BUT TfL refused to correlate Death Timeline Data w/ Worker Occupation. Why? Why conflate Bus & Dial-a-Ride" Worker data? WHAT is TfL Hiding?

#StopKillingBusDrivers Did @BarneyDavisES @EveningStandard do any research before publishing this bit of what looks like (to me, anyway) @TfL Public Relations? @GeorgeOsborne @RossLydall @MayorofLondon @Heidi_LDN standard.co.uk/news/transport…
July #MQT @SadiqKhan told @KeithPrinceAM 'Drivers sit in self-contained cabs which have had additional seals added protective screen to virtually isolate area from passenger contact following work to minimise risks by @TfL @unitetheunion & Bus Operators' london.gov.uk/questions/2020…
So, if Bus Drivers "virtually isolated" from passengers why'd TfL buy "Grayson Thermal Systems" new 'device'? BTW FOI says Grayson Thermal tasked by @TfL in March 2013 to fix air conditioning problems on Boris Bus. How'd that turn out? #JustAskin whatdotheyknow.com/request/air_co…

Question 1: What did @TfL do to ensure BusCos delivering their services were minimising risk to their drivers & other staff – which is, after all, 1 of their statutory responsibilities? A: @CarolinePidgeon MQT shows TfL CALLED BusCo Bosses & @unitetheunion london.gov.uk/questions/2020…
Question 2: Did @TfL undertake checks of rest facilities at bus depots to ensure that BusCos were policing social distancing between drivers between routes? A: @CarolinePidgeon MQT shows TfL hasn't invoked those contract powers under @SadiqKhan EVER london.gov.uk/questions/2020…
