Texas Senate is taking up #SB3, the civics instruction (CRT) bill, right now only a day after State Affairs Committee passed a committee substitute out. To be clear, cmte sub for SB3 is exactly the same as #HB3979 as passed by the Senate during the regular session. #txlege #txed
Hughes clarifies that #SB3 isn't rewriting the TEKS but giving guidance to the SBOE to revise the TEKS. #txlege #txed
Hughes previews some of his amendments to #SB3 in the opening debate.

One amendment makes the point that current social studies TEKS are not affected. #SB3 #txlege #txed
Another #SB3 amendment Hughes previews in the opening debate would strengthen the language on the civics training program for teachers w/regards to media literacy that would ultimately be taught to students. It will incorporate understanding logical fallacies too. #txlege #txed
.@JudithZaffirini gets Hughes to clarify who was involved in developing #SB3. He says @CreightonForTX was involved in the earlier drafts but Hughes has been involved since the regular session. Says multiple @TXSBOE members had input & were consulted. #txlege #txed
Worth mentioning that the civics training program is the reason #SB3 has a $15M fiscal note. We wrote about how the conservative think tank that testified in favor of the bill failed to disclose it could benefit from the passage of the bill. #txlege #txed reformaustin.org/texas-legislat…
Hughes just clarified for legislative intent that the civics training program in #SB3 will not be run by any outside group but developed by the @TXSBOE. This will exclude groups like TPPF from benefiting from the passage of the bill. #txlege #txed
Amendment 1 by Hughes adds "entrepreneurship" to the list of what social studies TEKS is based on, makes clear that teaching of current TEKS aren't affected by #SB3, and adds media literacy and logical fallacies in the TEKS guidance provision in the bill. Adopted. #txlege #txed
Amendment 2 by Zaffirni requires TEA to solicit input from teachers in the development of the civics training program for teachers in #SB3. Hughes is against it because this already happens and it would be confusing to add this. Amndmnt fails 4-18. #txlege #txed
Amndmnt 3 by Zaffirini to remove provision that prevents students from getting course credit or extra credit for political internships or volunteer programs & adds her SB1740 fails. Hughes says her addition is already covered by the bill's civics training program. #txlege #txed
Zaffirini speaks against #SB3 says the bill would make teachers engage in "education malpractice." #txlege #txed
Hughes closes on #SB3 by reiterating this makes sure we only teach founding values that make America great & doesn't censor the truthful, horrible parts of our history. It's about how we teach it. He cites MLK again, says he didn't see America as inherently racist. #txlege #txed
As amended, the anti-critical race theory bill #SB3 passes the Texas Senate 18-4 along political lines. #txlege #txed

1st invited witness is Gloria Leal, #Redistricting Chair for State @LULAC & on behalf of Pres. @Domingotexas.

Her #SB6 testimony will be somewhat general since they haven't had enough time to fully analyze the maps but plan on submitting more testimony/amendments later. #txlege

Texas municipalities have received 2 warnings of costly litigation re: enforcement of the statewide camping ban on public property (#HB1925) which went into effect Sept. 1.

Here's @GovAbbott & @KenPaxtonTX warning about failing to enforce the law. #txlege
The second warning for Texas municipalities came from the @ACLUTx, @FairDefense, @TexasAppleseed & @NLCHPhomeless if local leaders enforced #HB1925 w/out regard to the Constitution & the American with Disabilities Act. #txlege
Side note: per witness lists from both the House State Affairs Cmte & Senate Local Gov't Cmte on #HB1925 and the Senate companion bill #SB987, the only service provider that testified in favor of the bills was @HavenForHope. #txlege Image
