I agree that this is a good move. For once it may actually mean something so long as we aren't distracted by the usual over-sell.

(But it won't replace ODA-supported projects that have been left high and dry.)

But note some reservations⬇️ (based on policy concerns, not just scepticism about hype)

I'm not sure it's either/or. Preference schemes alone are not enough, but they can help.
