#SB3, the civics curriculum & training bill that proponents say targets CRT & opponents say is censorship, is up on the floor of the House right now as passed by the Senate. Lots of floor amendments expected today. Watch live here: tlchouse.granicus.com/MediaPlayer.ph…#txlege#txed
.@DanHuberty begins debate on #SB3 saying they want to make the current law (#HB3979) better. He mentions an amendment by @jamestalarico as one of the changes they'll make better. He talks about fears of teachers b/c of the law. #txlege#txed
Huberty defends some Dems' criticisms of @RepHaroldDutton for allowing this bill forward, says he has a strong record for #txed and that he agrees w/Huberty that this bill should be used as an opportunity to make #SB3 better. #txlege
Huberty said he worked w/Dems and Rs and the Senate on 2 negotiated amendments on #SB3 and won't accept anymore. #txlege#txed
Amendment 2 by Huberty. It creates a civics training advisory board to advise the TEA commissioner in developing the civics training programs for teachers. Huberty says Talarico has an amendment to this amendment. #SB3#txlege#txed
Seems like it's @RepMaryGonzalez's amendment to the amendment. Instead of the civics training advisory board having 1 gubernatorial appointee and 4 appointees each by Lt. Gov and Speaker, it will have 9 appointees by the TEA commissioner. Adopted. #txlege#txed
Amendment 2 by Huberty as amended by the Gonzalez amendment is adopted by voice vote. #SB3#txlege#txed
Amendments by @GinaForAustin@JaredLPatterson to make sure students can still get course credit if they intern w/an org that engages w/lobbying (even if a student doesn't do that work) are opposed by Huberty who says #SB3 already does that. Both fail. #SB3#txlege#txed
After being voted out just yesterday, the committee substitute for the Senate's $16.3B ARPA relief spending bill (#SB8) is on the Senate floor right now. The text just became available a couple of hours ago. #txbudget#txlege#txedcapitol.texas.gov/BillLookup/Tex…
Here are the top-line items of the cmte substitute for #SB8:
#SB8 author @SenJaneNelson said Senate work groups navigated 300 requests that would spend $60B, well over the amount that #txlege can appropriate. #txbudget
Today, the Texas Senate is expected to consider the committee substitute for #SB6, the proposed map for Texas' 38 congressional districts, and several floor amendments.
Huffman says she will only vote in favor of floor amendments that don't expand the overall deviation from the ideal population of the map and that is agreeable to all Senators involved in the district line changes. #txlege
Senate now considering floor amndmnts on cmte substitute for #SB4, the proposed senate map. Huffman floor amndmnt 1 (PLANS2149) makes the cities of Magnolia, Kyle, Mansfield, Seguin & Jourdanton are made whole. She says all Senators involved are agreeable. #txlege#redistricting
The Senate #Redistricting Committee is meeting now to hear invited and public testimony on the new proposed Congressional maps, #SB6. We'll be live-tweeting on this 🧵. Follow along
.@joanhuffman says they'll start w/invited witnesses, who were recommended by Senate Redistricting Cmte members. She says next week, the cmte will vote on amendments and #SB6 overall. #txlege
Her #SB6 testimony will be somewhat general since they haven't had enough time to fully analyze the maps but plan on submitting more testimony/amendments later. #txlege
Texas municipalities have received 2 warnings of costly litigation re: enforcement of the statewide camping ban on public property (#HB1925) which went into effect Sept. 1.
The second warning for Texas municipalities came from the @ACLUTx, @FairDefense, @TexasAppleseed & @NLCHPhomeless if local leaders enforced #HB1925 w/out regard to the Constitution & the American with Disabilities Act. #txlege
Side note: per witness lists from both the House State Affairs Cmte & Senate Local Gov't Cmte on #HB1925 and the Senate companion bill #SB987, the only service provider that testified in favor of the bills was @HavenForHope. #txlege
