anyway here is David Speers saying Scott Morrison has met a KPI set by Scott Morrison, to wit making an announcement that mollifies the extremists in the federal Coalition government led by Scott Morrison. 
Speers and his colleagues ripped into the minority Labor government that passed climate policy legislation which actually worked AND Speers claims to believe - despite Treasury leaks contradicting Morrison comms for hagiographic rubes - what Morrison says about “modelling”.
