DYC J: Law is well settled that court can interfere to ensure free and fair polls. We are not interdicting the polling process
Lawyer for Tripura: in addition to 78 sections another 15 sections of CRPF has been allotted. Forces have been augmented
SC ORDER: Petitioner and Intervenor has made submissions with regard to present situation as it has emerged since polls have opened. State says in addition to 78 sections , 15 additional sections have been deployed
SC ORDER: Two companies of BSF have also been deployed by the MHA after a request was made by DGP and Home Secretary. Tripura state rifles also deployed for law and order. We note that 770 polling booths exist
Inquiring into merits of allegations will cause delay for appropriate orders, with regard to exigency, certain ad interim directions are warranted. SG Mehta has been present and assured that MHA will respond favorably to request for more forces:SC
We direct MHA to provide 2 additional companies of CAPF as early as possible to secure the polling booths so that polling can take place without disruptions: SC
DGP and Home Secretary to review and inform MHA for necessary action. Any such request will be considered in light of assurance made by SG Mehta. We direct SEC, DGP and Home Sec to ensure that every booth is manned by sufficient strength of CAPF personnel: SC
Necessary arrangements would also be made to re-deploy CAPF personnel to ensure safe collection of ballots and smooth declaration of results: SC
Poll officer in every polling booth shall take help from CAPF personnel should any exigency arise: SC
Gopal Sankarnarayanan submitted that there was shortage of CCTV cameras and state had submitted the same in HC yersterday. However it's a common ground that this court had clarified that since in the present proceedings CCTV is not an issue, HC may proceed with case: SC
In absence of CCTV, print and electronic media be given unhindered access to cover the poll proceedings. Let directions be issued to SEC and authorities to ensure compliance with this part of the order: SC
