If you scale down the quality of the video enough, you could really start to believe that is the case. But watch the one with better quality and you clearly see that this is a glare on the glass, not an arm moving.

Between second 3 and 5 you can see the same reflection on the car in front two times. Same reflection can be seen moving at the position of the body on the right. Use your mouse in paused fullscreen mode to slowly move through the frames of the video.

And here a slowed down and zoomed version. If you see an arm moving here, go see a doctor and i don't mean the one checking your eyes!
