This particular graphic has been circulating & widely used for some months. It's misinformative & requires further clarity:

1⃣ The US is one of 194 signatories to the IHR (2005), its biggest update since 1969. These regs *do not* 'override & supercede' the US Constitution...
2⃣ The US ammendments to the IHR concern greater collaboration & commucation in the event of a future PHEIC & detail nothing about allowing the WHO to bypass sovereignty.

Other nations can object or make reservations to these ammendments set out within Article 59-64 of the IHR.
3⃣ No vote will take place in #Geneva #Switzerland at the 75th WHA on IHR ammendments nor sign any Treaty into international law.

The Assembly are set to 'consider' these ammendments. There has to be time for other WHO nations to respond & make reservations.
4⃣ The United States previously made a reservation with the 2005 update of the IHR, that the instrument must be 'consistent' with federalism as well as the US Constitution.

This was a move to protect sovereignty, not give it away.
5⃣ We don't need a #NewPandemicTreaty. Strengthening the IHR (2005) with regards to protecting fundamental rights & freedoms during another PHEIC is vital.

There are already well laid best practices & pandemic preparedness plans in place for the majority of WHO member states.
6⃣ The graphic speaks of diversion & confusion yet contradicts itself between points 3 & 6 saying that 'the assembly will vote on ammendments to the IHR' but then saying, 'ammendments will be considered' at the WHA in May.
The process occuring now with ammendments to the IHR (2005) is reminiscent of over 20 years ago after the SARS pandemic.

What's not helpful in gaining better understanding of what's going on are misinformative graphics like the one above that are recycled ad infinitum.

🧵 Interesting discussion. Some further clarification:

1⃣ No decision was made to supercede the Bill of Rights, Constitution or the sovereignty of any WHO member state.

2⃣ There's no uniform way of the WHO overriding members domestic legislation during a PHEIC.
3⃣ Francis correctly pointed out that the IHR is not codified within UK domestic legisation.

The WHO have IHR 'focal points' within each member state, i.e. to provide better comms with WHO & its members especially during a PHEIC - public health emergency of intl concern.
4⃣ We also agree with Francis that there's no need for a new Treaty.

If all WHO members upheld IHR treaty obligations over the past 2 years, incl. advice from WHO Emergency Committee, all we'd require within the next few years is a further strengthening of the IHR.

🌍 15 years ago, the International Health Regulations (2005) came into effect after the SARS pandemic of 2002-2004, signed by some 194 nations.

This could have been interpreted then as the same power grab being speculated about today with the New Pandemic Treaty.

🛂 The Govt removed their advice/guidance for the domestic #NHS #CovidPass on April 1st & that it would remain on the NHS app for a 'limited period'.

This is in stark contrast to the job opportunities from @NHSDigital

Now we know they don't want this going anywhere.
We maintain that it's naive for any individual or organisation to conclude that simply because the legal reqs to present an #NHS #CovidPass at certain events & venues were dropped, that it was finished.

Another wake up call for everyone that we're not done with this yet.

After previous pandemics, e.g. SARS, it's normal practice to update & strengthen global health security & overall preparedness

The International Health Regulations were updated & adopted in 2005, coming into force in 2007.

There was no need for a separate 'pandemic treaty'.
All 194 WHO member nations have a legal obligation to uphold the IHR (2005), but this doesn't mean the WHO can interfere or bypass national sovereignty.

If all nation members followed their obligations over the past two years we would have seen much less restrictions.. (contd.)

📅 One year ago today - the UK Govt began to relax #lockdown restrictions while telling us a COVID-status certification system would be developed.

Even though the majority of Coronavirus Act regs have dropped, surveillance continues to be maintained.

But of course this wasn't about your health, this was measuring citizens compliance re: #vaccinepassports & #DigitalID
🦠 If we're supposed to be 'Living with COVID' & restoring freedoms, then why do we need to maintain these surveillance measures that will do nothing to limit the spread of a now endemic virus.
