I am not THE author, but one of 3 researchers and several other colleagues who worked on @amnesty’s press release of 4 August. I was not part of the team who liaised with Amnesty Ukraine about the manner & timing of the publication of this press release, so have no info on this.
Re this CBS documentary cbsnews.com/news/ukraine-m… : That interview was recorded on 2 May. The point I made (18.45) is that any state providing weapons to other states should have robust mechanisms in place to ensure traceability, as weapons can last longer than wars & governments.
My point was about the responsibility of states who sell/gift/authorise sales or otherwise transfer weapons, rather than about the recipient/s. As for the timing of the publication of this documentary, CBS did not inform me when it would air. I hear about it on Twitter.

When investigating attacks on civilians - in order to establish if attacks are deliberate/indiscriminate/disproportionate - it is necessary to investigate weapons used; if civilian objects are used for military purposes; & if there were military targets near civilian objects.
This is what we do when investigating killings of/injury to civilians, & destruction of/damage to civilian property/infrastructure in armed conflicts worldwide. The framework is international humanitarian law, which requires all combatants to abide by certain principles.
