Maya should be understood as Prakriti. The wielder of this is Maheshwara. His Vibhuti, glorious manifestation, is the whole world.
‘Rud’ is the cause of grief or sorrow.

Because he dissolves it, the sages call this Shiva who is the cause of the world ‘Rudra’. Shiva is called #Rudra because he pervades the entire world and all bodies.

He is known as omniscient, Sarvajna, because he knows everything as it really is.
