Seems like a lot of folks these days are confused about what sexual harassment actually is. For one, a person doesn't need to have the power to "make or break" your career in order to sexually harass you.
They also don't need to be your direct manager. The law couldn't be more clear on this.
More broadly, there seems to be an obsession in these conversations about whether someone has violated the law. This is an important question to ask in the context of a lawsuit. Beyond that, not all that relevant.
If you find yourself excusing behavior by saying it doesn't technically violate the law, perhaps consider why your bar is so low.
Harassing behavior, whether it fits within a context anticipated by the law or not, is incredibly damaging. It threatens physical and mental health. It depletes cognitive energy. It stalls career growth. It reinforces stereotypes, and perpetuates social inequality.
If you want to argue "but hey, it's technically still legal," go ahead, but know what it is you're defending.
