1) KL-S’pore HSR cost estimate of RM70b or RM110b translate to about $80m and $130m per mile, respectively. Enough HSR systems built/planned around the world to benchmark:

2) Need for tunnels, viaduct vs, embankment, maximum design speed, labor costs explain the variation of the worldwide HSR systems. Open tender involving the major systems e.g. Germany, France, Italy, China, Japan would help.

3) An independent group with government experts and academics e.g. UPM, USM transportation centers can verify the previously estimated benefits.

4) A typical benefit-cost ratio would still fail to consider the economic impact of turning Semenanjung into one single megalopolis (HSR+ECRL+North). Lille, France is the poster child where HSR turned a rural area into a knowledge city.

5) HSR "shrink" Taiwan into one integrated city reviving the economy, social relations and tourism.

6) HSR could reduce cost of living with one large expanded housing market e.g. one can live in Muar, work in KL

7) City center to city center travel time with HSR & fares will be competitive with the air travel. Short distance air travel is generally less profitable than longer distance. Airlines could reduce KL-S'pore flights and expand elsewhere.

8) More frequent conventional rail would only increase ridership incrementally. Speed is key. Connectivity with existing transits also important.

9) There is no profitable public transportation in the world. Few exceptions e.g. Hong Kong implement business models with integrated land development strategies.

10) A rule of thumb is to further consider a HSR if and only if it could have enough ridership to cover the operating cost. Diversion from the air traffic alone would meet this requirement. Note the Win-Win argument between HSR-airlines in 7) above.
