A docking station on every block. A lowjack. Use existing survey data to give it parameters. Run between 3 and 5 am. Automatically alerts @311SF if there's stuff to big to sweep up or push off corner. Synch with street cleaning operations.
Fraction surcharge for every online retail delivery to the city, money to be allocated for recycling/trash pickup/street & subway cleaning.
Say there are 10 million Amazon etc deliveries to SF a year. (Which sees low tbqh) And the city gets a 25¢ per delivery, that is 2.5 million to help clean up all the trash that are generated in no small part by that packaging.
Parking meters on Sunday, fees to allocated to mass transit maintenance and expansion.
(Why don't we have parking fees on Sunday, not like these meters are mostly near churches or anything. Not like the Lord said, and on Sunday, these meters shall have a day of rest.)
Something each of us can do to help SF trash problem and keep it out of the ocean is to adopt a storm drain. I have two: adoptadrain.sfwater.org

OK LET'S TALK TRASH CANS. Mayor Newsom pulled a bunch, hoping it would end the practice of dumping near them. Safe to say, that was a failed policy. It's really hard to find a trash can: sfist.com/2017/04/05/ten…

And the thing is, SF has some smart trashcan designs, like this one, where people can separate out recyclables, making it easier for DPW (or marginally homed) to do same
