A ver una cosa explicado fácil:

Cuando una estructura se cae es porque lo que “pones encima” es mayor que lo que soporta.

Lo que soporta depende del mantenimiento, lo que pones no. Lo primero que me preguntaría es si el uso que le has dado es el adecuado o te has pasado.
Segunda cuestión, lo del mantenimiento (y siempre partiendo de que el uso haya sido bueno):

El mantenimiento no implica rehacer la estructura, eso corresponde al dueño de la misma.
Si la estructura estaba hecha una mierda por falta de mantenimiento es culpa del que mantiene (ayuntamiento) y del dueño (puerto) por permitirlo.
Y que resuelvan la primera duda, la del uso antes que nada, a ver si nos vamos a llevar una sorpresa.
Que confirmen que la carga de diseño era 500 kg/m2, que me da que no.
