The mayor begins with story of resident moving out of tuff shed and into permanent housing.
In the last two years, mayor says 234 permanent affordable housing produced. To meet 2024 goal, 4,000-5,600 units are needed.

@Kaplan4Oakland asks @LibbySchaaf if tuff sheds are voluntarily for all. Schaaf says residents apply by geographic areas.
@DanKalb expresses concern that not all renters know that moratorium on substantial rehabilitation exemptions exists. Moratorium is a part of steps to stop landlords from raising rents from unnecessary renovations on units.
He and @Kaplan4Oakland are proposing to extend the moratorium by 180 days until city staff can eliminate the exemption altogether.
David Jones, interim treasury manager, says public bank feasibility study done by city didn't adequately address question if public bank is feasible. He says study didn't answer enough legal questions or a clear risk analysis.
Cathy Jackson-Gent of Global Investment Company, which was contracted to do public bank study, says they needed more time to do report.
She quotes "unpleasant manner" of city staff as a deterrent to doing an honest report.
City treasurer refutes Jackson-Gent's claim that city staff was "hostile."

Matt Hummel, who’s running for district 4, leads supporters of the public bank to public comment. They say public bank is feasible.
@LynetteGM says Alameda County should take the lead on starting an East Bay public bank, not city of Oakland. Says Oakland is stretched thin already. @DanKalb says he doesn't want to wait to see what Alameda will do. He wants to continue steps in Oakland.
