It wants to show that it's working while nothing changes on the ground. More noise for low substance.

- can't even provide free clean drinking water, but let's give free public healthcare.
- can't provide public transport, but let's do odd even car policy.
- can't stop stubble burning, but why not stop fire crackers on one day.
- let's help farmers. Give outright subsidy for wrong crops in wrong regions. Then cry over depleted water table, excess production.
- someone is perpetually offended, so pass hate speech laws.
- can't provide basic services or data disclosures, so why not RTI.
- can't even produce basic guns for defense, depends on imports!
- takes 10-15 yrs for a generic criminal case to dispose off, but why not 498A.
- cases take 15 yrs, why not PIL route for emminent intellectuals.
The hallmark of a weak state is pretending to do everything, but badly, rather than do a few things but well.
A weak state starts with most stringent laws and then grant exceptions to few.
Given bad policy making, knee jerk reactions are the only face facing measures.

Caveat- every nation enacts bad policies, but some nations fail spectacularly.
