city council has appointed kristin clarens to the vacancy on the charlottesville albemarle regional jail board. will be glad to see her at the table at the upcoming (nov 8!) meeting — they’ll be voting on the ICE notification policy (again)

now on to the topic of tonight’s work session: the results of a consultant’s study re: reorganizing neighborhood development services.

curious how much we paid the consultants for this study that netted such recommendations as ‘establish a protocol for responding to requests from city council’ & ‘develop performance measures for employeegbeg
the city staffer giving the presentation just said “the study pays for itself in three or four years,” provided council raises fees in the manner suggested by the consultants
and that math does NOT include the cost to hire the new planner they also recommend adding to the department
“the city’s zoning ordinance, i’m sorry to say it, is a waste basket of errors.”
i’ve seen this particular city employee present probably 50 times but his name escapes me.
there are no good powerpoints.

wes says they have to make a decision about how serious they are about building more housing.
genevieve keller, former chair of the planning commission, now giving a public comment — she’s concerned about the quantitative nature of the consultants’ report. she says it reflects an “insider developer bias.”
the study only included feedback from a single appointed member of any board or commission - one member of the board of architectural review. no members of the planning commission, PLACE, etc. that is a little concerning.
heather proposes making project plan PDFs more easily publicly accessible. other folks at the table bring discussion back to the proposed two year implementation timeline for the new software we heard earlier... she’s frustrated by the lack of intermediate solutions
she understands the need to stick to the timeline & properly implement the software - “that’s one of the reasons i ran for council - i saw we were buying technology without really understanding our business processes,” but says there are straightforward things we can do now
i got distracted for a few minutes looking for a particular picture of my dog from 7 months ago. i found it, don’t worry.
“our comprehensive plan doesn’t match our zoning,” says heather. the city attorney, sitting behind me, quietly says “correct.”
