The reason why it can't be $2.1B? Per plugged-in Dems, Schumer's hands are tied. He feels he's already out on a limb with the Left with $1.6B offer for border security for a POTUS loathed by base and WH is mistaken to think brinkmanship will somehow change the political reality
All that said, both Dems AND Rs working on this privately acknowledge that the major question isn't "what will Schumer do?" but "what would Trump accept and sign?" And no one is really sure. They just know he wants to fight, rally his base.
