1/ This, by Phil Zelikow, is just right. Except that there needn't be just one "report." The 600.8(c) report on prosecution decisions can and should be distinct from any counterintel report.

2/ The unusual aspect here is that counterintel "reports" (or results) are typically not public--not even shared w/Congress in detail--because they're typically full of sources & methods and because their function is to help the IC address the problem.
3/ And the POTUS is head of the IC. The sensitive strategic decision for Mueller, then, is to figure out who the audiences/recipients for this counterintel report should be--presumably POTUS in the first instance ("Mr. President, I have some unwelcome news . . . "); but then ...
4/ ... the IC? SSCI/HPSCI? The public? And how it can safely be conveyed without compromising national security/intelligence secrets?
