They bribed proctors at 2 high schools--a private HS in LA and a public in Houston--and he either told the proctors how to correct the exam after the test or sometimes he flew in and took the test himself. 
More on how they worked this scam: they'd get the family to secure (the very rare) extension (e.g., double time) that let the kid take the test over two days, typically by themselves, at school. Then they'd make up a reason to travel to Houston or LA and take the exam there.
Riddell would proctor or correct or take the exam himself for the clients who paid between $10k-$75k. The kids didn't know about the cheating--as seen in this comment by Singer to a client.

Singer even made sure that the bribes to the proctor and the guy taking the ACT was tax-deductible.
Singer explains to a parent how the scam works and how much it costs: $75,000.
ACT participated in the sting! Good that they did--among the many terrible things about this case is the suspicion it might throw on the many students who legitimately deserve testing accommodations.

Clients were told their tax-deductible payments to the people helping them cheat on the SAT and ACT were being made to a program to help "disadvantaged youth." 🤯

If we have to have single out colleges, let's celebrate institutions like the @calstate system or @CUNY, which lift so many more students out of poverty than do all the colleges that Price side-doored his clients into. vanityfair.com/style/2019/03/…
