Jack Segall and Bernie Farber, Executive Director of Canadian Anti-Hate Network, are speaking on behalf of the applicant for the compliance audit.
Jack Segall says: "My client is an elector who believes on reasonable grounds this candidate has contravened a number of provisions" under the campaign finance act.
Segall subits a youtube video by Goldy, a still and a transcript.
Segall notes that all contributions need to be deposited into a campaign account and not a personal account. As well, campaign donations must only be an Ontario resident.
Correction: It is Jack Siegel, not Siegall who is making the presentation at Faith Goldy's compliance audit committee hearing.
Siegel quotes an Oct. 25 youtube video in which Goldy asks for money for a legal challenge of Bell Media's decision not to run Goldy's campaign ads. She needs to raise $50,000 she says...
Siegel notes that Siegel uses her own email address to send donations from "defenders of democracy worldwide," Goldy, he says, made it clear that she is running for mayor in the video.
Siegel argues "that is money for her campaign She directly linked her request to her campaign for mayor."
"In the middle of the campaign rhetoric, buried right in the paragraph, 'I'm accepting donations from defenders of democracy worldwide,," says Siegel.
"By making these points it is a reasonable inference that she assembled her own $25,000 from sources in whole or in part from outside Ontario," says Siegel, noting Goldy's claim that she donated that amount herself.
"My current information is this candidate has not to date filed a financial statement," says Siegel, "despite the fact that the statutory deadline for doing that was March 29."
"In closing my submission is the candidate has apparently contravened... at least five provisions of the act relating to campaign finances," says Siegel.
"It's my submission that it is in the public interest that the city of Toronto not be seen turning a blind eye for these contraventions. Not for a controversial high profile candidate like this," says Seigel.
The committee members have no questions.
Siegel will have an opportunity to reply to Faith Goldy who is now taking her seat.
Goldy is speaking. After a long preamble: "The applicant has no concrete evidence for his claims. This particular committee does not have the authority to perform the actions sought: the audit of my personal accounts."
"The facts of the case before us are simple and are as follows: My campaign donations and expenditures have already been audited thoroughly by a professional independent auditor."
Goldy says she has submitted her campaign audit to the city. "My campaign audit already undisputedly demonstrates that any sort f donations that contravened the act have already been returned in full."
"There was not one instance of cross pollination between my personal account and campaign account," says Goldy.
"Here's the weird part the applicant filed his complaint 28 days before my audit was submitted," says Goldy.
"If facts aren't what motivates the applicants position what does motivate?" says Goldy. "It is political bias and money."
Goldy suggests that the applicant's association with John Tory and the AntiHate Network motivated his request.
Goldy is making more allegations about the "alt-left" than I can responsibly keep up with right now on Twitter. She's suggesting that Faith Goldy supporters are in danger if their names are released.
Goldy argues that the committee has no authority to audit private accounts of candidates.
"My mayoral campaign has already been audited by an independent professional," says Goldy.
There is a big Goldy crowd, and they applaud as she concludes. There are now four people who want to speak.
Another speaker, a mayoral candidate for Mississauga, claims he was attacked by "antifa" physically and still has a knee injury as a result.
"I'm going to ask that the public be a little quieter when people are speaking," says Chair. The crowd is answering back. "It's the future of Canada!" shouts someone.
It is difficult to tweet some of these deputations... Now Jordan Stone, a former council candidate, comes to speak on behalf of Goldy. He ran unsuccessfully against Kristyn Wong-Tam.
"You have a girl, very young, who's trying to make a difference, trying to stand up for what's right, everything's being twisted... by these bogus media outlets," says Stone. "What Faith says is not going to reported by these cowards."
"It's really not about politics, it's about the compliance audit committee," says chair as she ends Stone's time.
Black Krishna suggests that the applicant for the compliance audit is "a weak lying b--tchy man."
Siegel returns to the podium. "There is a standard of proof that Goldy suggested has something to do with a presumption of innocence. This is not what the act applies to."
Siegel notes that presumption of innocence comes at trial. "This is a trigger for an investigative process for her," he says.
Siegel argues that there is indeed precedent for looking into a candidate's personal accounts in a compliance audit. He notes that in Markham this happened without objection.
"Ms. Goldy seemed to think there was something outrageous that an audit was requested before finances were filed, late," says Siegel. "There's nothing wrong with that," he notes. The legislation contemplates bringing application prior to candidate filing.
Siegel notes that the compliance audit is a second audit that can take place after the campaign audit that Goldy has submitted, which Siegel calls "a superficial."
"There have been a number of ad hominem attacks on my client and his character, I would submit that those attacks... are not relevant to the committee," says Siegel.
Siegel notes that having a prior association with a competing campaign is not relevant. Frequently compliance audits are requested by losing candidates.
Faith Goldy is back at the podium.
"Sometimes my big mouth can get me into trouble. Today it wasn't my big mouth that got me into trouble," says Goldy, noting that both lawyer and applicant have associations with Tory. "There is clearly a political bias and drive behind this audit."
Staff confirm that financial statements from Faith Goldy were filed as of 1 p.m. April 30.
That seems to have closed the public session. Now there will be a closed session of the compliance audit committee.
For those following along, the meeting of the compliance audit committee to decide whether Faith Goldy's mayoral campaign should receive a compliance audit is still in private session. It has been about 50 minutes now, which is not unusual but still longish.

We are told that one reason for the delay is that the committee must now provide reasons for its decision - a requirement not in place in the past.
The meeting's back. The committee will grant the compliance audit. "There's no harm in an audit - what the audit can do is prove there was no violation of the act," says chair.
"The motion is carried the meeting is adjourned," says the chair.
