Yesterday, @NYCMayor and @DOEChancellor announced what's been lauded as a major plan to address school segregation. Many advocacy groups and activists have proudly supported this. But, after reading closely the recommendations adopted, this is not a forceful plan for integration.
Most of the 62 recommendations adopted have nothing to do with integration. And not a SINGLE one mandates it. Look at the language here. The diversity task force called on DOE to require integration plans and evaluation of screens. DOE Says will “strongly encourage and support.”
Task force recommends studying equitable distribution of PTA funds — one of biggest driver of funding inequality between segregated schools — but DOE says will work to increase overall PTA capacity. All capacity in the world won’t make high-POV school raise $500k like wealth ones
DOE declines to create position of Chief Integration Officer. Declines for require any actual integration. Declines to set timelines or deadlines for ANY of the recommendations it adopted. And simply agrees to fund voluntary integration efforts that are already ongoing.
I know a lot of advocates worked really hard on this, but if the issue is wide scale seg, there’s not a single tangible to move towards a more integrated system. I’ll say again: Simply depending on the good will of those who’ve benefited from seg to give it up has never worked.
