The famous version of the currently notorious ḥadīth that HY shamelessly chose to wield against the Syrians appears in the Sunan of al-Tirmiḏī. Although widely attested, it's not ṣaḥīḥ, but usually judged as ‘ḥasan ġarīb’ or ‘ḍaʿīf’. But here’s some other versions … 
One of the earliest versions of this ḥadīth appears in the eighth-century Jāmiʿ of Maʿmar ibn Rāshid (d. 770 CE) where it is attributed not to the Prophet but o the Companion Ḥudhayfah ibn al-Yamān; its chain of authorities is considered sound.
In other sources, such as Umar ibn Shabbah' (d. 876 CE) history of medina, Ḥudhayfah is said to have uttered the statement against the Banū ʿAbs when they prepared to wage war against ʿUthmān ibn ʿAffān.
The most sound version of this ḥadīth, however, is narrated on the authority of at least four Companions: ʿUthmān ibn ʿAffān, Saʿd ibn Abī Waqqāṣ, Anas ibn Mālik, and Ibn ʿAbbās. Note who appears in lieu of "the ruling authority"
