With respect to Kevin, this kind of "Juul was obviously marketed to teens!" stuff is riddled with misunderstandings from people who a) don't smoke/vape or b) have forgotten how young today's teens are. motherjones.com/kevin-drum/201…
On the "People who don't smoke/vape" front, there are approximately one zillion people who do not smoke or vape asserting that the only possible reason to market fruit flavors is to attract teens (presumably girls), when tobacco-flavored vapes are a minority taste among adults.
On the other end, Kevin says that "obviously not aimed at adult smokers":

These are not movies for current teens. They're nostalgia-watches for folks now in their mid-30s.

AKA "adults".
People who are teenagers right now were somewhere between nursing infants, a gleam in their father's eye, or a fantastic first date when 9/11 happened. They're really young. You don't market to them with the movies that their high school english teachers loved as teens.
And I have to think that this would be obvious if people weren't so caught up in the moral panic about vaping.
