I'm trying to figure out the key to explaining to people, without just alienating them and hardening their positions, why this should alarm them. The problem is that I don't understand why it doesn't instinctively alarm them. Can someone help me out?
It must be one of the following reasons: 1) Disbelief in the report that this happened. If so, would you agree that if it happened, it's deeply disturbing?

2) A belief that things like this happen all the time, and people are selectively focusing on what's a common occurrence.
If so, do you think it's okay for things like this to happen all the time? Do you think it wouldn't be damaging to the United States if it did?
