Nancy Pelosi has yet to deliver her remarks, but Politico first to report that aides and lawmakers have privately said Pelosi will not announce a full House vote to authorize the impeachment inquiry tonight, instead, reassess at a later time.
Confirmed by Pelosi. She will not hold a vote yet. Won't "call bluff" as WH suggests because that's "not what they're here for." "This is not a game for us. This is deadly serious & we're on a path that is taking us to truth and on a timetable that respects our Constitution."

A House committee met to mark up a bill that has major implications for those soliciting foreign interference in U.S. elections.

POTUS and GOP perpetual talking point is that the House is "do-nothing" and they haven't worked on any critical legislation to help Americans.

Well, this is the third bill proposed to protect U.S. election integrity. The third. It is up for debate + vote in the House next week.
The other two (details in my story) were killed by @senatemajldr Mitch McConnell.
Given the specific nature of the #impeachmentinquiry, the likelihood the SHIELD Act makes it out of the House is nil. But a showdown - she's a coming.

Nancy Pelosi says it is not a legal requirement to take a House vote officially start an impeachment inquiry. But she should. Her reasons for not doing so are entirely political because it will put Democrats in swing districts on the record and she wants to avoid doing so.
The problem is, the House vote to start an inquiry took place with Clinton and Nixon so she really has no reason to do so now other than to give cover to some in the caucus. Also, it provides temporary cover for Trump to say, "We're not going to cooperate unless it is official."
That doesn't make it right and eventually, they'll lose on that front. But what it does, is give the administration more time. And while the administration and his defenders can argue that it's getting "rushed" now, if the cat and mouse game continues, it gives them the political

It likely wouldn't.

It would instead be up to Nadler/Schiff/Cummings to decide whether to follow the Rodino precedent set in 1974.
Rep. Peter Rodino, then chairman of the House Judiciary Committee, extended certain legal privileges to Richard Nixon.

Namely, his counsel James St. Clair was able to question, suggest witnesses and deliver a closing argument.

That was Rodino's decision.
It wasn't provided for in the resolution that passed in the House nearly unanimously (410-4!) in Feb 1974.

That measure authorized the inquiry and gave the committee broad subpoena power.

But Rodino insisted at the time the measure wasn't necessary to issue his subpoenas.

Good morning from US District Court in DC. At 10 am, House Judiciary Committee & DOJ lawyers will appear for a hearing in the Democrats’ lawsuit to get Robert Mueller’s grand jury materials as part of their impeachment inquiry. I’ll live tweet some of the proceedings.
There are no HJC members here but top Democratic aides for the panel are in the courtroom to observe the proeedings, including staff director Perry Apelbaum, Norm Eisen & Barry Berke.

The White House reportedly plans to send Speaker Nancy Pelosi (D-Calif.) a letter as early as Friday saying President Trump doesn’t need to comply with Democratic lawmakers until the full House chamber formally approves an impeachment inquiry against him, Axios reported.
By sending Pelosi the letter, Trump and the White House are aiming to force House Democrats in toss-up districts to take a formal stance on impeachment.

A note on #impeachment -

In a court of law, under non-presidential circumstances, impeachment is a tool litigation attorneys use to discredit the opposing side's witnesses at trial. When said witness takes the stand under oath attys. present evidence contrary to what the witness
claims. This weakens the other side's case by discrediting impeached witnesses's testimony. Once a witness has been impeached - by presentment of inconsistent testimony - the judge/jury can no longer use the impeached witnesses's testimony in reaching a verdict.
Simply put, they aren't trustworthy. In the case of Presidential impeachment that broad definition of impeachment applies, but the impeachment tool is used for a very different purpose. Under the Constitution, a sitting President cannot be tried in a court of law for anything.
