The thing about Donald Duck... I mean, one of the things... is that his voice isn't just "a duck voice", he has a specific duck voice. There are other cartoon ducks, even outside his family, that use the same vocal effect. But Donald is Donald.
To do Donald's voice, you have to:

1. Do the duck voice.
2. But also do Donald's voice.
3. Make it exactly the right level of unintelligible. Not completely unintelligible. Not completely intelligible.

It's a wild balancing act.
And the level of intelligibility can go up and down with the needs of the scene or the project. There are some cartoons where Donald is not far off from a very noisy mime character and there are things where he has to deliver serious exposition.
